The emergence of Big Data has added a new aspect to conceptualizing the use of digital technologies in the delivery of public services and for realizing digital governance. This article explores, via the 'value-chain' approach, the evolution of digital governance research, and aligns it with current developments associated with data analytics, often referred to as 'Big Data'. In many ways, the current discourse around Big Data reiterates and repeats established commentaries within the eGovernment research community. This body of knowledge provides an opportunity to reflect on the 'promise' of Big Data, both in relation to service delivery and policy formulation. This includes, issues associated with the quality and reliability of data, from mixing public and private sector data, issues associated with the ownership of raw and manipulated data, and ethical issues concerning surveillance and privacy. These insights and the issues raised help assess the value of Big Data in government and smart city environments.

In December 2018, the UN General Assembly formerly endorsed the Global Compact for Safe, Orderly and Regular Migration. Louise Arbour, Special Representative of the Secretary-General for International Migration, said, "the formal endorsement of the Compact represents a resounding commitment to an international migration framework based on fact, not myth, and to an understanding that national migration policies are best implemented through cooperation not in isolation." While there are formidable challenges to the implementation of the Compact, the mandates for the role of evidence in policy and program formulation have been expressed from stakeholders, Member States, civil society organizations, and migrants, throughout the preparatory processes. This paper seeks to share those voices vis a vis the call for research concerning data, research and analysis concerning international migrants and displaced persons, and will consider the implications for scientific initiatives for migration research and analysis and for global policy and goals concerning migration and sustainable development.

This paper looks at the intersection of two growing trends in international developmentuse of justice in development theory, and use of data in development practice -and asks what data-justice-for-development would mean. The rationale for this can be the presence of current data injustices in developing countries, and different framings for data injustice point to three different mainstream perspectives on data justice: instrumental, procedural, and distributive/rights-based. These three perspectives are explained but they are also subject to small data, sustainability, Senian, and structural critiques. A full understanding of the mainstream perspectives and conceptualisation of the critiques is largely the task of a future research agenda. However, the paper does particularly argue that a structural approach should be the foundation for understanding data justice in a development context. It offers three potential ways to conceptualise structural data justice -through the ideas of Iris Marion Young, of political economy, and of the capability approach -and ends with some thoughts on the practical agenda when seeking to deliver structural data justice for development.
