In recent decades, the construction industry has been widely criticized for its lack of efficiency and productivity, and it has been shown that the Malaysian construction industry records poor quality on its projects. To overcome this issue, the Technical Committee on Quality Assessment in Construction with the support of the Construction Industry Development Board (CIDB) has introduced Quality Assessment System in Construction (QLASSIC). QLASSIC is a scoring system that is used to assess and evaluate the performance of construction buildings. It is based on the Construction Industry Standard (CIS 7:2006). Unfortunately, this assessment system had poor implementation since its introduction in November 2006. QLASSIC was not extensively implemented and was taken lightly by the contractors and developers in Malaysia. There are still a huge number of contractors that are not aware of QLASSIC even the big construction companies. Thus, this research is aimed at investigating the contractor’s perspective towards the implementation of QLASSIC in the construction industry in Malaysia. Three objectives are developed to achieve the aim: (1) identification of the needs to implement QLASSIC; (2) investigation of issues and challenges to implement QLASSIC and (3) recommendation of strategies to implement QLASSIC. Structured questionnaire surveys were distributed to the G7 and G6 contractors in the Klang Valley area; which may have or may not have experience in implementing QLASSIC in their projects. The result revealed that majority of the respondents were aware and understand the needs of QLASSIC implementation, but there were still few who were unfamiliar with the QLASSIC. The current level of implementation of QLASSIC in Malaysia is still not satisfactory due to several issues and challenges acting as barriers to its implementation. Therefore, the initiatives from the government are important to promote QLASSIC implementation in the construction industry. By doing this, the contractors would be aware of the implementation of QLASSIC in the construction industry. The significance of this research is that it will assist contractors and other construction players in comprehending the implications and importance of QLASSIC implementation.

The proper trade-off between various project costs is often disregarded when planning projects. This leads to several detrimental effects, such as inaccurate planning and higher total cost, far more significant in a multi-project environment. To overcome this limitation, this study proposes a combined approach for the multi-project scheduling and material ordering problem (MPSMOP), which maintains the proper trade-off among various costs. Moreover, the environmental impact and project quality objectives are optimized alongside the economic criterion. The proposed methodology involves three stages: (a) quantifying the environmental performance of suppliers; (b) measuring the activities’ quality through the Construction Quality Assessment System approach; and (c) building and solving the mathematical model of the MPSMOP. The MPSMOP is modeled as a tri-objective optimization approach aiming to determine project scheduling and material ordering decisions so that the net present value, environmental score, and total quality of implemented projects are maximized simultaneously. As the proposed model comes into the nondeterministic polynomial optimization problem category, two powerful metaheuristics are customized and used to solve the problem. The efficiency of both algorithms was assessed on several datasets. The proposed framework is applied to railway construction projects in Iran as a case study, which presents the validity of the model and the decision-making options provided to managers.

Performance of Dredged Sediment as a Replacement for Fine Aggregates in Concrete Mixture: Case Study at Sungai Pekan, Pahang

Dredging is essential to maintain suitable depth for shipping by removing dredged sediments from sea and river banks. It is also an important process to supply construction material. In Pahang, increasing flood cases is occurring due to increased sea and river bed level. Thus, dredging is needed to be performed in this location. In addition, the rapid growth of the construction industry requires a sustainable approach. The reuse of dredged sediments as construction material could be a sustainable approach. Therefore, this research aims to study the engineering properties of dredged sediments and to compare the strength of concrete made from dredged sediments with conventional concrete. The samples for this research obtained from the location of this study at Sungai Pekan. Laboratory testing was performed to determine the engineering properties of dredged sediments and compressive strength of concrete produced from the dredged sediments. The highest average compressive strength of the concrete cube produced from Sample 1 is 9.2 N/mm² for seven days and 11.9 N/mm² for 28 days curing period. Comparatively, Sample 3 has the lowest average compressive strength that is 2.1 N/mm² for seven days and 2.7 N/mm² for 28 days curing period. The strength that is required to be achieved is 14 N/mm² for curing seven days and 20 N/mm² for curing period of 28 days. In conclusion, the concrete cubes made from dredged sediment taken at the sampling area are unable to produce concrete that satisfies the minimum strength for the C20 concrete mix. Therefore, it can be concluded that there is the minimal potential use of dredged sediments taken from the location of this study for the production of concrete in the construction industry.
