Community-Based Carbon Emission Reduction Program in Protection Forest

Abstract

ABSTRAKHutan yang berfungsi lindung berpotensi untuk berkontribusi terhadap upaya penurunan emisi. Pengelolaan hutan berfungsi lindung untuk penurunan emisi dinilai akan lebih efektif jika masyarakat sekitar terlibat dalam mekanisme pengambilan keputusan. Tulisan ini bertujuan menganalisis peran masyarakat pengelola hutan dalam upaya penurunan emisi. Kajian ini meliputi persepsi masyarakat terhadap REDD+, kesiapan kelembagaan di tingkat tapak, potensi dan kendala pemanfaatan jasa lingkungan, dan alternatif skema REDD+ berbasis masyarakat. Hasil penelitian menunjukkan bahwa masyarakat di lokasi penelitian memiliki persepsi terhadap REDD+ dengan tingkat variasi dari tinggi hingga sedang. Persepsi yang tinggi dipengaruhi oleh adanya dukungan kegiatan terkait REDD+ oleh lembaga swadaya masyarakat. Sementara itu, kesiapan kelembagaan masyarakat di ketiga lokasi untuk mendukung REDD+ telah terbangun cukup baik. Masyarakat di semua lokasi telah memiliki lembaga khusus pengelolaan hutan termasuk rencana pengelolaannya. Meskipun demikian, pelaksanaannya belum optimal karena kompleksitas masalah yang dihadapi. Contohnya, jasa lingkungan yang berpotensi untuk dikembangkan adalah wisata alam, jasa air dan karbon, tetapi pendanaan menjadi kendala utama sehingga perlu dicari mekanisme insentif yang dapat mendukung pengembangannya. Mempertimbangkan kondisi yang ada, skema Plan Vivo dinilai cocok untuk mendukung mekanisme pembayaran jasa karbon di Hutan Adat Rumbio dan Yapase, sedangkan Hutan Desa Katimpun dinilai lebih tepat menerapkan skema Verified Carbon Standard (VCS).Kata kunci: Pengelolaan hutan berbasis masyarakat; REDD+; jasa lingkungan.
