This paper contributes to the e-government literature discussing the role of information and communication technologies (ICTs) as an enabler of different modes of production of public services. E-government developments are often associated with organizational transformations aimed to increase the efficiency and the effectiveness of the internal production of public services or to facilitate the exchange of information and the coordination among different public organizations. However, ICTs can also enable the co-production of public services allowing citizens or non-public organizations, such as NGOs, social enterprises or private companies to co-produce public services with public sector organizations. ICTs can generate new relationships and dynamics that involve actors and resources outside public organizations, modifying the ways by which the value embedded in the services is produced. This paper critically describes and compares four different ICT mediated modes of production in the 2 light of the two different logics of value creation. For each mode of public service production we identify the associated benefits, risks and possible solutions that can be deployed to mitigate the risks. Key Points for practitioners• Public services can be produced using different production configurations• Different configurations of production of public services correspond to different value creation logics• Technologies can be deployed to increase internal efficiency or to enable co-production• There are not good or bad ways to produce services but just different ways to produce value• The decision of the most suitable way to produce a service should consider the operational capabilities necessary and the need of control over the final outcome

Despite the growing research interest in coproduction, some important gaps in our knowledge remain. Current literature is mainly concerned with either the citizens or professionals being involved in co-production, leaving unanswered the question how co-producers and professionals perceive each other's engagement, and how this is reflected in their collaboration. This study aims to answer that question, conducting an exploratory case study on neighborhood watch schemes in a Dutch municipality. Empirical data are collected through group/individual interviews, participant observations, and document analysis. The results show that the perceptions citizens and professionals hold on their co-production partner's engagement indeed impact on the collaboration. Moreover, for actual collaboration to occur, citizens and professionals not only need to be engaged but also to make this engagement visible to their co-production partner. The article concludes with a discussion of the practical implications of these findings.

RESUMOEm serviços, o processo de oferta de valor pelas organizações para os clientes deixou de ser a simples soma dos esforços das mesmas para entregar um produto com valor definido para o cliente, para tornar-se o resultado de diversas interações entre complexas redes em um determinado contexto. Nesse cenário, novos modelos de oferta de valor baseados na lógica Serviço-Dominante surgem como alternativos ao modelo de criação de valor baseada na lógica Produto-Dominante. Entre os novos modelos, a cocriação de valor e a coprodução de valor ganharam destaque nos estudos acadêmicos e, apesar de serem discutidos amplamente na literatura de marketing de serviços e operações, existem lacunas quanto ao entendimento das especificidades de cada modelo e ao modo como as organizações tanto privadas quanto públicas podem implementá-los. Posto isso, à luz da lógica Serviço-Dominante, o objetivo deste estudo é buscar uma melhor compreensão sobre as especificidades de cada modelo de oferta de valor por meio da apresentação, análise e discussão de três serviços de segurança pública prestados pela Polícia Militar de Minas Gerais -PMMG. Para tanto, a partir dos dados obtidos por meio de entrevistas, documentos e observações diretas, buscou-se identificar como se dá o processo de oferta de valor em cada serviço pesquisado. Os resultados apontaram diferenças significativas entre os modelos quanto ao papel requerido do cliente e às possibilidades de interação entre os envolvidos no serviço.Palavras-chave: criação de valor, cocriação de valor, coprodução de valor, serviços. ABSTRACTValue creation in service process is no longer the simple sum of the efforts of organizations to deliver a closed-value package to the client, to become the result of several interactions between complex networks. In this context, new value proposition models emerge as an alternative to the Porterian chain.
