Abstract: U.S. President Bill Clinton and Vice President Al Gore came to Monterey, Calif., in mid‐June bearing gifts for the seas. With announcements on June 11–12 of a package of initiatives, proposals, and challenges before a select audience that included about 500 participants attending the National Oceans Conference, the Administration at least temporarily propelled ocean resource issues to the top of the national agenda.
