By‐catch is the most significant direct threat marine megafauna face at the global scale. However, the magnitude and spatial patterns of megafauna by‐catch are still poorly understood, especially in regions with very limited monitoring and expanding fisheries. The Indian Ocean is a globally important region for megafauna biodiversity and for tuna fisheries, but has limited by‐catch data. Anecdotal and scattered information indicates high by‐catch could be a major threat. Here, we adapt a Productivity Susceptibility Analysis tool designed for data‐poor contexts to present the first spatially explicit estimates of by‐catch risk of sea turtles, elasmobranchs, and cetaceans in the three major tuna fishing gears (purse seines, longlines, and drift gill nets). Our assessment highlights a potential opportunity for multi‐taxa conservation benefits by concentrating management efforts in particular coastal regions. Most coastal waters in the northern Indian Ocean, including countries that have had a minimal engagement with regional management bodies, stand out as high risk for fisheries interactions. In addition to species known to occur in tuna gears, we find high vulnerability to multiple gear types for many poorly known elasmobranchs that do not fall under any existing conservation and management measures. Our results indicate that current by‐catch mitigation measures, which focus on safe‐release practices, are unlikely to adequately reduce the substantial cumulative fishing impacts on vulnerable species. Preventative solutions that reduce interactions with non‐target species (such as closed areas or seasons, or modifications to gear and fishing tactics) are crucial for alleviating risks to megafauna from fisheries.

World tuna catches reached 5.2 million metric tons in 2018, more than doubling since the early 1990s, primarily due to the introduction of Fish Aggregating Devices (FADs). The widespread use of drifting FADs has increased the economic efficiency of the fleet by making it easier to aggregate and locate tuna schools, but at a high ecological cost, including: significant catches of juvenile tunas; bycatch of endangered, threatened and protected species; and "ghost fishing," marine pollution, and sensitive habitat destruction by abandoned FADs. Recent analysis indicates that most deployed FADs are eventually lost, stolen, beached, or abandoned, continuing their destructive impacts. This paper examines the legal regime, market forces, and other factors that frame FAD use. We demonstrate that, because deployed FADs are legally considered to be fishing, when they drift into closed areas or otherwise contravene national or international agreements or regulations, they are Illegal, Unreported, and/or Unregulated (IUU); vessels using such FADs are therefore IUU. We suggest that introducing a transparent FAD ownership tracking system and requiring FAD owners to mitigate their impacts could substantially improve the effectiveness of tuna Regional Fisheries Management Organizations (RFMOs) and redirect market incentives to properly support tuna management.

Fish of the Nomeidae family are a significant part of marine food webs and are an emerging fisheries resource. The formulation of sustainable management and conservation strategies is constrained by the lack of comprehensive research on the population biology of any of these species. We, therefore, studied reproductive aspects of Cubiceps whiteleggii as a representative of Nomeidae. We used a biological index (gonadosomatic index), as well as macroscopic (visual observations of the surface and transverse ovary sections) and microscopic analyses, in search of proxies for estimating the ovarian maturity status. Samples were collected from April 2014 to December 2017 in Kagoshima Bay, Japan. Asynchronous ovary development in C. whiteleggii indicated multiple spawning during a single reproductive season. Ovarian maturity stages were divided into six groups based on the appearance of the most advanced oocytes, post-ovulatory follicles, and atretic oocytes: immature, maturing, mature, spawned, spent, and resting. Females with ovaries at mature or spawned stages were defined as sexually mature individuals. The size at 50% sexual maturity was estimated to be 126 mm standard length. The spawning season was estimated to last from July to November. Both biological and macroscopic indices were found unsuitable to be used as independent indices in estimating reproductive aspects requiring scientists and managers to search for better alternatives. The conceptualization of appropriate management protocols for the fishery should be aided by these findings, which are the sole knowledge available on the reproductive features of this species. This will ensure its sustainable harvest and make it easier to conduct future research on fish reproduction.
