In this study, the empty container problem is evaluated by quantification of factors related to empty container accumulation as well as alternative ways that can be followed for solutions. The study is mainly constructed as two parts; the first part is on identifying involving factors by using DEMATEL and the second part deals with alternative solutions by applying TOPSIS method. The main causes affecting empty containers were found as trading imbalance, irregular distribution, delivery time, unbalanced freight charges and inadequate port management. Finally, based on applied Multi Criteria Decision Making approach, this study suggests that empty container problem can be solved by sharing infrastructures and equipment among logistic companies, allocating storage areas for empty containers outside the ports and following robust fast custom regulations.

Nearly 90% of world trade is transported by sea. Maritime piracy is a major threat for maritime security, shippers, crews, cargo owners and insurance companies. Main reasons of piracy and armed robbery attacks, piracy statistics, international conventions, regulation and multinational efforts were examined and maritime piracy against ships are analyzed in the period 2015 to 2020 in the study. The Chi Square Test (χ 2 ) was used to test statistical relationship between categorical variables such as piracy attacks by years, months and hours, types, regions and type of vessels attacked. The results of the frequeny distributions show that the most piracy attacks occurred in 2015 (20.9%), the most attacks were in March-April-May (30.2%), the most attacks were occured between the hours 24:00-04:00 (29.2%) the most attacks occurred in South East Asia (42.6%), the most type of attacks against to ships were boarded (79.1%), the most attacks were occurred against bulk carriers (28.6), Marshall Islands-flagged ships were the most attacked (17.1%). The results of Chi-Square Test show that there is a weak statistical relationship between the piracy attacks by months and regions; there is a weak statistical relationship between the piracy attacks by years and type of attacks. There is no statistical relationship between other variables. In the conclusion part of the study, some suggestions are proposed to combat the maritime piracy.

Deniz ticareti birçok sistem ve yapıyı bünyesinde bulunduran ülkelerin ekonomik gelişmelerinde öncü olarak işleyen bir faaliyetler bütünüdür. Bu sistemin oldukça önemli bir bileşenini ise gemiadamları oluşturmaktadır. Gemiadamlarının performans ve kalitesi denizcilik sektörünün kalitesini doğrudan etkileyen oldukça önemli bir parametredir. Bu noktadan yola çıkılarak çalışmada gemiadamlarına uygulanacak idari yaptırımlara ilişkin yönerge kapsamında iş yaşantıları süresince yapmış oldukları veya yapabilecekleri mesleki hatalar nicel bir yaklaşım yöntemi ile değerlendirilmeye çalışılmıştır. Bu şekilde, Türk gemiadamlarının görev ihmallerinde en fazla hangi hatayı yapma eğiliminde olduklarına ilişkin görüşler belirlenmeye çalışılmıştır. Ayrıca, gemiadamlarının çalışmada bahsi geçen uygunsuz eylemlere olan yatkınlığı ile bu durumların gemi ve hukuki açıdan karşılaşılma sıklığına yönelik bir analiz yapılması da sağlanmıştır. Çalışmanın verilerinin analizi için bulanık Çok Kriterli Karar Verme (ÇKKV) Tekniklerinden birisi olan AHP (Analytic Hierarchy Process) yönteminden yararlanılmıştır.
