The process of change in international relations-characterized by the relative declining power of leading capitalist countries, by the increasing significance of socialist countries, and by the growing efforts in the direction of cooperation between Third World countries-may have Profound implications for the emergence of new power constellations. But, for all the change, the overall international structure of economic relations (in terms of the orientation of trade and investment flows and the distribution of economic potential) has remained, by and large, intact, with the economic hegemony of the United States. within the West as well as internationally, still indisputable. Nevertheless, the change has posed a choice between two strategies of economic development, viz. interdependence and self-reliance, the one basically aimed at maintaining the structure of dominance-dependency relationship and the other at breaking Out of it. The author analyzes both ih their various aspects and shows which is best calculated to meet the basic human needs of all.*The paper is a completely revised and extended version of an article originally published in Finnish in Politikka (a quarterly journal ofthe Finnish Political Science Association).

RESUMO Este artigo recupera a crise nos anos 1960 nos Estados Unidos pela perspectiva de dois cientistas políticos críticos aos movimentos sociais e que tiveram destaque no debate político na década de 1970: Zbigniew Brzezinski (fundador da Comissão Trilateral e Conselheiro de Segurança Nacional do presidente Carter) e Samuel Huntington (editor e fundador da revista Foreign Policy e coordenador do Conselho de Segurança Nacional do mesmo governo). Com base em documentos encontrados em arquivos históricos e na obra dos autores, reconstrói o ponto de vista de ambos sobre a crise, o Vietnã, e os conflitos no interior do Partido Democrata. Os registros demonstram que eles eram contrários àqueles movimentos, mas buscaram absorver algumas de suas demandas. No pós-1968, Brzezinski e Huntington ajudaram a promover uma agenda de reformas, porém as demandas originais foram reformuladas e refreadas, inaugurando um projeto que representava simultaneamente a transformação e a conservação da ordem política.

Robert W. Tucker's The Inequality of Nations is a critical work on Third-World egalitarianism and those in the First and Third World who urge greater equality among states. Inequality, maintains Tucker, is built into the system of states; new sensibilities that question inequality are thus unwarranted and historically groundless. This essay subjects Tucker's views and the broader neoconservative consensus on global egalitarianism to a critical assessment.
