Since its introduction in 2008, the Covenant of Mayors (CoM) has helped municipalities meet EU Climate and Energy goals and thresholds through Sustainable Energy and Climate Action Planning (SECAP). The engagement of local communities holds particular significance for smaller municipalities, which can leverage collective strategies to mutually contribute to climate change mitigation efforts, thereby optimizing results. In the realm of communities, Renewable Energy Communities (REC) have emerged as a potential tool for SECAP implementation, but although they target common objectives and constitute subsequent steps of the same planning flow, their interaction is poor. This study aimed to investigate similar tools’ integration by focusing on administrative and technical boundaries whose overlaps often hinder their interoperability. To this aim, the Italian framework was chosen due to the representation of its signatories in the CoM. Municipalities that have undertaken actions related to RECs within their Joint SECAPs have been compared through an analysis of the CoM datasets. Finally, two Italian case studies were selected to evaluate the impact of different territorial and institutional configurations on these initiatives, aiming to face climate change and achieve a green transition. This helped the authors propose practical recommendations and policy implications concerning this kind of community-centred energy planning solution as outlined in the concluding section.

Global warming remains the most devastating environmental issue embattling the global economies, with significant contributions emanating from CO 2 emissions. The continued rise in the level of greenhouse gas (GHG) emissions serves as a compelling force which constitutes the core of discussion at the recent COP26 prompting nations to commit to the net-zero emission target. The current research presents the first empirical investigation on the roles of technological advancement, demographic mobility, and energy transition in G7 pathways to environmental sustainability captured by CO 2 emissions per capita (PCCO2) from 2000 to 2019. The study considers the additional impacts of structural change and resource abundance. The empirical backings are subjected to pre-estimation tests consisting of cross-sectional dependence, second-generation stationarity, and panel cointegration tests. The model estimation is based on cross-sectional augmented autoregressive distributed lag, dynamic common correlated effects mean group, and augmented mean group for the main analysis and robustness checks. The findings reveal the existence of EKC based on the direct and indirect effects of the components of economic growth. The indicators of demographic mobility differ in the direction of influence on PCCO2. For instance, while rural population growth negatively influences PCCO2 in the short-run alone, urban population growth increases PCCO2 in the short-run and long-run periods. Nonrenewable energy, information computer technology (ICT) imports, and mobile cellular subscriptions serve as positive predictors of PCCO2, while ICT exports and renewable energy moderate the surge in PCCO2. Policy implications that enhance environmental sustainability are suggested following the empirical verifications.

With the accelerating process of economic globalization and the wide application of information technology in recent years, cross-border e-commerce has gradually upgraded to a new way for China's overseas trade. The national government has also successively issued many preferential policies for the development of cross-border e-commerce websites. At the current stage of trade globalization, consumers have more and more channels to contact with overseas products and brands. In order to improve the quality of life, more consumers choose to purchase overseas products such as Haitao (overseas shopping) or Daigou (purchasing on behalf of others). As a result, many formal platforms of cross-border e-commerce have emerged, such as Tmall Global, DU, Vipshop and JD.COM International and other platforms, the promulgation and implementation of international policies on the development of cross-border e-commerce websites, and more and more domestic consumers' demand for overseas goods. Large e-commerce platforms such as Tmall, Netease Koala and JD.COM have launched rich cross-border e-commerce shopping platforms to facilitate consumers to purchase overseas goods. Many consumers have started to switch from the traditional Daigou with high customs clearance risks and long waiting periods to the formal large-scale cross-border e-commerce platform. However, as a new thing, cross-border e-commerce websites still lack of theoretical research and research literature in this field. Which website consumers prefer, the reasons for that and which factors will affect consumers' purchase intention are all in a blank state. Therefore, this paper uses the questionnaire to analyze the impact of cross-border e-commerce website quality on consumers' online purchase intention at this stage, in order to realize the sustainable development of cross-border e-commerce websites and provide more highquality and cost-effective goods for consumers.
