Green and low-carbon strategies represent governance orientations for resource-based cities to respond to global changes and achieve sustainable development. Designating the Yellow River Basin (YRB), an important ecological functional area and an ecologically fragile area, as the research area, this study used the super-efficiency SBM model while considering undesirable outputs, including carbon emissions, to analyze green land use efficiency (GLUE) and its temporal and spatial differentiation, then used the Tobit regression model to analyze the influencing factors. The results were as follows: (1) The GLUE of the YRB presented a spatial pattern of “high in the west and low in the east”. (2) Overall, the efficiency values of all areas and types increased annually, but differences occurred in various areas and types of resource-based cities. (3) Overall, the efficiency values of the Yellow River Basin showed a “high-low” polarization. (4) Economic development and population growth factors substantially impacted the GLUE of resource-based cities in this region. It is concluded that increasing the efficiency improvement of low-efficiency regions or cities can improve regional GLUE. To ensure regional green and low-carbon transformation and development, it is essential to enhance urban economic vitality, promote an orderly population flow, and strive to improve social and public services.

Freeze–thaw damage is one of the most severe threats to the long-term performance of concrete pavement in cold regions. Currently, the freeze–thaw deterioration mechanism of concrete pavement has not been fully understood. This study summarizes the significant findings of concrete pavement freeze–thaw durability performance, identifies existing knowledge gaps, and proposes future research needs. The concrete material deterioration mechanism under freeze–thaw cycles is first critically reviewed. Current deterioration theories mainly include the hydrostatic pressure hypothesis, osmolarity, and salt crystallization pressure hypothesis. The critical saturation degree has been proposed to depict the influence of internal saturation on freeze–thaw damage development. Meanwhile, the influence of pore solution salinity on freeze–thaw damage level has not been widely investigated. Additionally, the deterioration mechanism of the typical D-cracking that occurs in concrete pavement has not been fully understood. Following this, we investigate the coupling effect between freeze–thaw and other loading or environmental factors. It is found that external loading can accelerate the development of freeze–thaw damage, and the acceleration becomes more evident under higher stress levels. Further, deicing salts can interact with concrete during freeze–thaw cycles, generating internal pores or leading to crystalline expansion pressure. Specifically, freeze–thaw development can be mitigated under relatively low ion concentration due to increased frozen points. The interactive mechanism between external loading, environmental ions, and freeze–thaw cycles has not been fully understood. Finally, the mitigation protocols to enhance frost resistance of concrete pavement are reviewed. Besides the widely used air-entraining process, the freeze–thaw durability of concrete can also be enhanced by using fiber reinforcement, pozzolanic materials, surface strengthening, Super Absorbent Polymers (SAPs), and Phase Change Materials. This study serves as a solid base of information to understand how to enhance the freeze–thaw durability of concrete pavement.

Highway infrastructure construction is regarded as one of the effective policy tools used to promote the flow of production factors and upgrade the industrial structure in China, and it may also be an important precondition to improving Cultivated Land Use Efficiency (CLUE). This paper uses a slack-based model (SBM) based on provincial-level panel data from China from 2004 to 2017 to measure CLUE. Then a dynamic spatial Durbin model and a panel threshold regression model were established to analyze the spatial spillover effect and threshold effect of highway infrastructure construction on CLUE. The results showed that the CLUE of China has a fluctuating but overall rising trend. The dynamic spatial Durbin model demonstrated that the Chinese government’s policy of supporting highway infrastructure construction has played an important role in promoting CLUE by spatial spillover effects, and the driving effect of expressways and first–second highways on CLUE is particularly significant in this regard. More interestingly, the results of the panel threshold regression indicated that there is a single threshold effect in the influence of highway infrastructure construction on CLUE. This paper suggested that the spatial correlation between regions should be considered in the construction of regional highway infrastructure and land use planning to improve CLUE. Moreover, the planning of highway infrastructure construction should be balanced according to the actual demand of economic and agricultural development, so as to promote the full flow and reasonable allocation of cultivated land use factors among regions.
