Traffic congestion is a significant problem in many major cities. Getting stuck in traffic, the mileage per unit time that a taxicab travels will decline significantly. Congestion premium (or so-called low-speed fare) has become an increasingly important income source for taxi drivers. However, the impact of congestion premium on the taxicab market is not widely understood yet. In particular, modeling and analyzing of the taxi fare structure with congestion premium are extremely limited. In this paper, we developed a taxi price equilibrium model, in which the adjustment mechanism of congestion premium on optimizing the taxi driver's income, balancing the supply and demand, and eventually improving the level of service in the whole taxicab market was investigated. In the final part, we provided a case study to demonstrate the feasibility of the proposed model. The results indicated that the current taxi fare scheme in Beijing is suboptimal, since the gain from the raise of congestion premium cannot compensate for the loss from the demand reduction. Conversely, the optimal fare scheme suggested by our model can effectively reduce the excessive demand and reach the supply-demand equilibrium, while keeping the stability of the driver's income to the maximum extent.

The ride-hailing industry is a new business form that combines traditional taxi services with Internet technology and a sharing economy. However, after its emergence, countries have focused on finding ways to regulate this industry. The regulation of ride-hailing has gone through three stages: from denial of negation to laissez-faire and prudential supervision. This study focuses on the market regulation of the ride-hailing industry, discusses whether ride-hailing platforms require strict regulation under the current Internet setting, and provides evidence for this problem from the perspective of evolutionary game theory between the behavior of the government and the platforms. This study argues that both ride-hailing platforms and the government are evolutionary game players with bounded rationality, constantly adjusting their strategies through confrontation, dependence, and restriction. Therefore, this study constructs a two-dimensional game model between the government and ride-hailing platforms and analyzes the stability strategies of the two participants in different scenarios, to clarify the game behavior and the game return matrix. Assuming that loose government regulation and the standard operation of the ride-hailing platforms are the optimal Pareto equilibrium of the game system, the study concludes that this optimal equilibrium cannot be achieved under the current conditions. Through parameter analysis and sample simulation calculations, the system can be directed toward this equilibrium by reducing government supervision cost and increasing government punishment. This provides a theoretical basis for the government to regulate the ride-hailing industry from the perspective of quantitative analysis. Related implications are finally proposed, which can help the decision-makers better understand the regulation countermeasures of the government and ride-hailing platforms.

Taxi is one of the important means of transportation for citizens. "Difficulty to take a taxi" is a hot social issue. With the arrival of "Internet+" times, a number of companies have established the taxi service platforms based on the Internet, which have realized the information exchange between the passengers and the taxi drivers, and introduced a variety of taxi subsidy schemes. In order to determine whether the subsidy schemes are helpful for alleviating the problem of "difficulty to take a taxi", taking Beijing as an example, this paper establishes an evaluation system and a passenger satisfaction optimization model based on the taxi density/passenger demand density for the companies' taxi subsidy schemes. Finally, this paper proposes a new subsidy scheme and verifies its rationality and effectiveness.
