Analysis Of Land Use Transformation Potential In Spatial Management

Abstract: The current system of spatial planning in Poland does not provide an effective and efficient tool for controlling planning decisions at a level higher than local. The result is an unrealistic approach to adopting development policies. Nowadays there is strong competition among local governments to attract investors, which results in excessive designation of investment areas and, consequently, an imbalance between supply and demand on the real estate market. An extremely important factor from the point of view … Show more

“…Such activity is in line with local policies in many cities aiming to increase the role of public transport in urban mobility [46,47] and as a side effect also increase the value of real estate [48,49]. The proposed research concept also corresponds with other studies conducted in Polish conditions on different transportation modes and their relation to sustainable cities [50][51][52][53][54][55].…”

“…Implementing such monitoring it is also important that the use of external data sources does not have to constitute an additional budget burden, as there is a possibility to use open source data which are more and more common due to Inspire Directive [DAWIDOWICZ et al 2020]. Proper defining of land use changes and their dynamics can be helpful also not only in monitoring ongoing changes but also to predict future expansion of urban development on open areas, which is another important field of further studies [KAZAK et al 2015].…”

“…Due to the existing regulations, municipalities can realize this obligation in different ways, without really supporting their decisions in the land development process. However, there are already some studies as to how spatial calculations can support planning by assessing the potential economic implications of spatial policies and master plans [34,35]. Taking into account the current trend of incorporating geoinformation into communication and management tools [36], the spatial absorbency calculations could constitute an element of development planning tools, which are used to increase the effectiveness of urban planning decisions [37].…”
