The aims of this study to examine and elaborate community participation in anticipating and tackling pollution and environmental damage, thereby creating a healthy and sustainable life. Environmental issues are essential to ensure and make the earth and the natural surroundings a livable space for a peaceful and prosperous life. The actions that pollute the environment are tantamount to killing life. Environmental mismanagement can at least be caused by various factors such as education level, economic problems, lifestyle, weakness of the legislative system, and weak supervision of environmental management, causing pollution and damage to the environment. A normative legal method was used to conduct qualitative research. Data were gathered from various sources, including literature, books, laws and regulations, legal theory, and legal expert opinions, with a focus on environmental management and preservation in Indonesia. The results show, the public’s awareness of the environment is limited due to the general public’s ignorance of environmental aspects and not knowing the consequences of polluting and destroying the environment. For this reason, efforts are needed, such as counseling, guidance, role models, and community involvement in tackling environmental problems. Increasing law enforcement activities with an educative-persuasive and preventive dimension needs to be improved and encouraged again. Government performance is also essential to create public participation or awareness of the importance of their environmental functions by working together to clean and maintain.

The problem of garbage was classical problem that is always faced by residents, especially in the Metro Lampung City. Because of the quantity and level of danger, especially plastic waste which was composed of chemicals, was difficult to decompose. Hence, It was dangerous for the environment. Therefore, it was necessary to process waste to convert plastic into crafts that have aesthetic and selling value. This research used participation action research (PAR), through analysis survey and the implementation of counseling and training. The implementation of the results of the processing of waste from plastic packaging into handicrafts was being carried out to increase the creativity and skills of community, especially housewives, unemployed youth and children who drop out of school. Besides that, it can also minimize environmental pollution so that metro city residents can care more about environmental cleanliness. Through training and assistance in making creations for the use of waste originating from plastic packaging, residents will have more knowledge about business opportunities that can be created through creativity and skills so that the economic level of residents becomes higher. Negeri Hatu is an area at the level of a village or sub-district located in Central Maluku Regency, Maluku Province. Negeri Hatu is located far from the city center and the center of the Maluku Tengah regency government, resulting in no reach of waste management services from the local DLH. The absence of waste management facilities in this area was reinforced by the lack of public awareness about environmental cleanliness which triggered the idea of establishing a waste bank by the manager of the Hasoma smart home. The waste bank that was established was an implementation of environmental literacy to the community in Hatu Country. The waste bank has had a significant impact on environmental change and the improvement of the community's economy. However, this needs to be studied further in accordance with the context of the character of the community in each region. The purpose of this study was to evaluate the effectiveness of environmental literacy through waste banks and to analyze the potential of waste banks in improving environmental quality in Hatu Country. The research was conducted with a qualitative descriptive approach where data were taken from in-depth interviews and analyzed to obtain a value for the effectiveness of the activity. The results showed that the environmental literacy practice implemented by the Hasoma smart house was able to open people's environmental insight in terms of the impact of waste on health, the importance of sorting waste according to its type and increasing participation in caring for environmental cleanliness. Waste banks are able to reduce domestic waste generation by 0.17% in Hatu Country and are able to reduce carbon emissions by 2702.35 gCO per month. The activities of the waste bank at Hasoma Hatu's smart home can change the social community in Negeri Hatu. This change can be seen from the high participation of the younger generation in the initial weighing of the waste bank.
