Abstract: The Japanese government has implemented measures to reduce volatile organic compounds (VOCs): voluntary management plans for hazardous air pollutants and a combination of regulations and voluntary initiatives. The aim of this study is to estimate the effects of these measures on reductions in VOCs emissions and in the health risk of VOCs. We use propensity score matching to control for selection bias.
