Administrando o currículo ou os efeitos da gestão no desenvolvimento curricular

Abstract

RESUMO: Este artigo aborda as interconexões entre gestão e o processo de desenvolvimento do currículo. Esses dois aspectos estão relacionados entre si e também a outros fatores, como as políticas educacionais, as propostas das organizações multilaterais e a influência de ideias e ações de grupos empresariais na educação. Inicialmente é discutida a Base Nacional Comum Curricular, mostrando como ela se configura em importante instrumento de gestão do currículo. O trabalho passa então a examinar como as definições legais e as rotinas da gestão escolar afetam o currículo. Discute-se também a visão dos empresários sobre a educação, e analisa-se o papel das avaliações externas. Finalmente, é demonstrado como a gestão dos sistemas de ensino e das escolas está sendo influenciada pelo que é designado de Nova Gestão Pública, que repercute nos currículos e, consequentemente, na produção das subjetividades de alunos e professores. MANAGING THE CURRICULUM OR THE EFFECTS OF MANAGEMENT IN THE CURRICULUM DEVELOPMENTABSTRACT: This article addresses the interconnections between management and development of the curriculum. These two aspects also are related to each other and to other factors, such as educational policies, proposals from multilateral organizations and the influence of ideas and actions of business groups in education. Initially it is discussed the National Common Curriculum Basis, showing how it is configured as an important curriculum management tool. This paper also examines how the legal definitions and routines of school management affect the curriculum. It also is discussed the business vision on education, followed by an analysis of the role of external evaluations. Finally, it is shown as the management of education systems and schools is being influenced by what is called the New Public Management which reflects on school curriculum and consequently on the production of students' and teachers' subjectivities.
