Dans un contexte de crise écologique et énergétique où il convient de mieux appréhender comment ré-inscrire les systèmes agri-alimentaires à la fois dans les territoires et les limites planétaires, les recherches sur le métabolisme des sociétés se multiplient. Elles ont différentes origines, mais se rejoignent sur l’importance de prendre en considération les bases matérielles et énergétiques du fonctionnement de notre société. La mobilisation du concept de métabolisme des sociétés se déploie pour appréhender les systèmes agri-alimentaires surtout à partir des années 2010, alors que son origine est bien plus ancienne. Cet article propose de présenter une revue des travaux dans la communauté française s’intéressant aux systèmes agri-alimentaires par des approches socio-métaboliques. Partant d’un recensement de 90 publications, nous montrons la diversité des approches renvoyant à différents enjeux associés à des dimensions matérielles, biogéochimiques, énergétiques, géographiques, économiques, d’organisation des acteurs et de gouvernance, culturelles et sociales du métabolisme social. Ces approches se déploient sur une variété de systèmes, de l’échelle mondiale à l’exploitation agricole, et avec trois grands types d’usage : comprendre les processus en jeu et scénariser des transformations ; identifier les vulnérabilités des systèmes ; rendre visible l’invisible pour l’action et les politiques publiques. Nous discutons les positionnements de la communauté française, notamment par rapport à la communauté internationale, afin d’en dégager des perspectives de recherches.

This paper deals with a relevant topic in the literature on sustainable management of animal farms, concerning the transition towards circular methods of animal production. The paper aims to put forward an original analytical multilevel perspective overlapping different dimensions at either micro, meso, and macro level. Starting from the Malthusian analysis on depletion of natural resources, with risks of the fragility of the natural and economic systems, the paper points out the importance of moving away from intensive methods of production, by adopting more circularized approaches based on resources efficiency. The application of circular economy approaches to animal production is theorized through the concept of territorial metabolism involving not only internal resources (at the animal farm level) but also territorial resources. The paper underlines the critical points of the transition, which is labeled as a socio-technical transition in that it involves not only technical issues but also social aspects. Critical points are addressed through consumers’ acceptance of products drawn on circular approaches and political support to transition, through political tools which are boosted in recent documents of the European Union, like the Green Deal and Farm to Fork strategy.

Sustainability transitions are inevitable if we are to address the multiple crises in and caused by industrial agriculture. Despite the intent, there are few analyses of policy changes that enable sustainable agriculture; of the policy processes in particular. This paper analyses two cases of transition from the Union Government supported green revolution to biodiverse local and sustainable agriculture; cases of policy change evident in millet based agricultural programmes by two State Governments (Andhra Pradesh and Odisha) in India. A Laswellian in-context policy analysis reveals how the adverse social and ecological consequences of the green revolution in rainfed agriculture tracts in the country, was a key driver of these policy changes initiated by the State governments. The emergence of new and dispersed sub-national policy makers and regionally differentiated policy processes to address these consequences, mark significant institutional change. The re-definition of the policy problem by these new policy communities, led by civil society organizations and State Governments is enabled by new deliberative practices, a result of the substantive understanding of and the agency of rainfed agriculture and millets in these local agri-food systems. The new territorial identities forged within policy communities continue to confront the institutional rigidity of centralized consolidated agricultural knowledge and policy making. These decentralized policy processes and knowledge of and in the process are necessary for the transition to sustainable agri-food systems. They demand more academic and public engagement with institutional reform for sustainability.
