Abstract: The refugee problem has existed for centuries and has created great suffering for both refugees and for those who have tried to assist them. There are an estimated 11-12 million refugees and about 30 million internally displaced persons in the world today, and approximately 70% of them are in Africa and the Middle East 1 .
