This article re-examines the concept of Normative Power. It is viewed here not merely as an abstract concept, but also as part of a complex historical, socio-political and economic context, examined through the prism of non-Europeans, in our case Israelis. By analysing the dominant Israeli approaches towards the EU and its normative apparatus, this article aspires to depict the multifarious and concrete perceptions of Normative Power Europe and to contrast these perceptions with the EU self-perceived and self-portrayed normative view. Since the introduction of the European Neighbourhood Policy (ENP) in March 2003, Israel, like the other Mediterranean partners, appears to be facing a real policy choice regarding further economic and political integration into the European Union. The purpose of this article is to provide a qualitative policy perspective regarding some of the trade-offs of enhanced economic relations with the EU. It argues that for Israel the potential benefits are questionable, while the potential costs are high, including an increase in Israel's already high level of what is referred to in the article as 'trade exposure risk'. As an alternative to deepening its trade relationship with the EU, the article proposes that Israel manage its trade exposure risk through diversification, that is, expand its geographical trade and investment base to faster growing economies such the 'BRIC' countries (Brazil, Russia, India, China). It then outlines possible criteria for assessing the BRIC countries as potential FTA partners.

The history of Israel-EU relations has received considerable scholarly attention. The conventional starting point for this history is almost invariably April 1958, when Israel became the third country in the world to request the establishment of a diplomatic mission in Brussels. The background and the lead up to that request, however, have been largely neglected. The article seeks to fill this scholarly lacuna by relating the hitherto untold story of Israel's exploration in 1957 of the possibility of obtaining full economic and political EEC membership. A centrepiece of the article is the revelation of the 1957 clandestine meeting(s) between Shimon Peres, then director general of the Israeli Ministry of Defence and special envoy of Prime Minister David Ben-Gurion, and Jean Monnet, in which the two discussed possible full Israeli membership in the EEC. The article is based on some newly revealed archival documents and interviews with former high-ranking Israeli officials.Europe can exist without us, but we [Israelis] cannot exist without you.
