Resources scarcity and environmental degradation have made sustainable resource utilization and environmental protection necessary worldwide. The development of the circular economy is considered an approach for more appropriate economic and environmental management. This work introduces a cooperative game network data envelopment analysis model for evaluating the implementation effect of recycling production systems from a closed loop and centralized control perspective. The factor efficiency analysis of the involved inputs and outputs is presented to provide guidance for the factor dominance of subsystem efficiencies. An application for assessing the circular economy of EU countries is provided to illustrate the validation of the proposed method. Our results show that the average performance of the production subsystem is superior to that of the recycling subsystem in EU countries. Furthermore, factor efficiency analysis reveals that the inefficient environmental treatment input is the culprit in worse performance of the recycling subsystem. A comparison of the proposed method with recent studies for circular economy performance evaluation is also included.

With the deepening of industrialization and urbanization in China, air pollution has become the most serious environmental issue due to huge energy consumption, which threatens the health of residents and the sustainable development of the country. Increasing attention has been paid to the efficiency evaluation of industrial system due to its fast development and severe air pollution emissions, but the efficiency evaluation on China’s industrial waste gas still has scope for improvement. This paper proposes a global non-radial Network Data Envelopment Analysis (NDEA) model from the perspective of pollution prevention (PP) and end-of-pipe treatment (ET), to explore the potential reduction of generation and emission of air pollutants in China’s industrial system. Given the differences of different air pollution treatment capacities, the ET stage is further subdivided into three parallel sub-stages, corresponding to SO2, NOX, and soot and dust (SD), respectively. Then, grey relation analysis (GRA) is adopted to figure out the key factor affecting the unified efficiency. The main findings are summarized as follows: firstly, the unified efficiency of China’s industrial waste gas underperformed nationwide, and most provinces had the potential to reduce the generation and emission of industrial waste gas. Secondly, the PP efficiency outperformed the ET efficiency in many provinces and the efficiency gap between two stages increasingly narrowed except in 2014. Thirdly, the unified efficiency in the eastern area performed well, while the area disparities increased significantly after 2012. Fourthly, significant differences were found in three ET efficiencies and the ET efficiency of NOX was higher than that of SO2 and SD in the sample period. Finally, the results of GRA indicated that different air pollutants had distinct influence on the improvement of the unified efficiency in three areas. To promote the unified efficiency of industrial waste gas, some pertinent policy suggestions are put forward from the perspectives of sub-stages, air pollutants and areas.

A new technology may be biased towards saving energy, or reducing pollution emission or increasing economic output. It is necessary for the high-quality development of marine economy to promote environment-based technological progress. The purpose of this paper is to estimate the biased technological progress and its influencing factors of China's marine economy from 2002 to 2016. We used a DEA-Malmquist model to measure the biased technological progress. Then we further analyzed influencing factors of biased technological progress. Our research found that the TFP of the marine economy was basically growing, and this growth was mainly due to a positive impact of technological progress. In general, the technological progress of marine economy is gradually biased towards energy conservation and emissions reduction. Furthermore, technological progress in the Yangtze River Delta are more conducive to energy conservation. The marine economic production in the Pan-Pearl River Delta is more inclined to promote production growth, while tit is most concerned about environmental protection in the Bohai Rim region. In addition, factors such as environmental regulation, economic level, FDI and industrial scale have different impacts on biased technological progress of marine economy. The results show that the directive regulations have a greater impact on the input-biased technological progress, while the incentive regulations have a greater impact on the output-biased technological progress. Therefore, this study has important guiding significance for energy conservation and emission reduction of marine economy in China. And the green development path of China's marine economy can provide a reference for the development of European blue economy.
