A National Behavioral and Clinical Surveillance System of Adults With Diagnosed HIV (The Medical Monitoring Project): Protocol for an Annual Cross-Sectional Interview and Medical Record Abstraction Survey

Abstract: BackgroundThe Medical Monitoring Project (MMP) is a national population-based behavioral and clinical surveillance system of adults with diagnosed HIV in the United States, and it is sponsored by the Centers for Disease Control and Prevention (CDC). Its purpose is to provide locally and nationally representative estimates of factors affecting HIV transmission risk and clinical outcomes.ObjectiveThis study aimed to describe the rationale for and methodology of the MMP, in addition to its contribution to evaluat… Show more

“…All selected jurisdictions participated in the project and included California (including the separately funded jurisdictions of Los Angeles County and San Francisco), Delaware, Florida, Georgia, Illinois (including Chicago), Indiana, Michigan, Mississippi, New Jersey, New York (including New York City), North Carolina, Oregon, Pennsylvania (including Philadelphia), Puerto Rico, Texas (including Houston), Virginia, and Washington. Participating jurisdictions comprise 72% of people with diagnosed HIV in the United States during 2018 (Beer et al, 2019; CDC, 2020). Adjusted for eligibility (i.e., aged 18 years or older, diagnosed with HIV, and living in a sampled MMP jurisdiction), the participant response rate was 45%.…”

“…MMP data collection is considered part of routine public health surveillance and, thus, determined to be nonresearch (CDC, 2010). Participating states or territories obtained local institutional review board approval to collect data when required (Beer et al, 2019). Informed consent was obtained from all participants.…”

“…19 Even with suboptimal response rates, there is value in results that employ unbiased sampling methods. 12,20 Third, except for the clinical indicators (e.g., viral loads) obtained from medical records, data were self-reported and thus subject to social desirability and recall biases. Fourth, the definition of patient navigation provided in the questionnaire may not have comprehensively captured the range of tasks that a patient navigator performs, which may have led to underreporting of service utilization or the extent to which participants subjectively felt the need for the service.…”

“…The Medical Monitoring Project (MMP) is a population-based survey designed to produce nationally representative estimates of the behavioral and clinical characteristics of U.S. adults with diagnosed HIV. 5 In brief, the MMP uses a 2-stage sampling method in which, during the first stage, 16 states and 1 territory, including 6 separately funded metropolitan areas within selected states, were sampled from all states, the District of Columbia, and Puerto Rico. During the second stage, simple random samples of persons with diagnosed HIV age 18 years and older were drawn for each participating area from the National HIV Surveillance System, a census of persons with diagnosed HIV in the United States.…”
