Eliciting and Defining Requirements Based on Metaevaluation: the Case of the Cras 2008 Census

Abstract: The Brazilian Ministry of Social Development and Fight against Hunger (MDS) regularly promotes the evaluation of its social programs, such as those developed in the Reference Centers for Social Assistance (CRAS).
