“…The way these countries provide development cooperation is often through offering technical assistance, rather than direct funding, owing to their limited resources available for foreign aid. The idea of 'mutual learning' in development cooperation is also an important component for countries like China (Constantine & Shankland, 2017). Moreover, practices of triangular cooperation, which can involve development cooperation among countries from the South, with mediation and part funding from an international organisation, have gained relevance as well.…”

In contrast to what happens to low-income countries (LICs) (Eyben and Ferguson 2004;Severino and Ray 2010), as MICs become richer, the role of IC plays a marginal role in their GDP; thus, under the assumption that MICs can finance their own development projects, the transfer of ODA is reconsidered and questioned (Constantine and Shankland 2017). Furthermore, some developing countries have emerged as potential donors among the MICs beyond economic flows, by exchanging resources, knowledge, technology and governance practices (Gray and Gills 2016).…”

“…In the case of Brazil, for example, policy transfer of successful Brazilian social technologies is the very DNA of its development cooperation. In spite of the extensive body of studies produced in the field of development cooperation (Mawdsley et al, 2017;Pomeroy et al, 2020;Quadir, 2013), it was only recently that this discussion started to be juxtaposed with policy transfer analysis issues and concepts (Constantine and Shankland, 2017;Stone et al, 2020;Porto de Oliveira and Milani, forthcoming).…”
