“…Although the Cuban economy has continued to recover in the 2000s, some obstacles in the international environment have slowed down its rhythm, particularly in 2001and 2002. Mesa-Lago (2003 points out the main negative factors arising in those first two years: a) the terrorist attacks on September 11, 2001 and the war in Afghanistan drastically reduced tourism; b) the recession of the world economy, which started at the beginning of 2001 and worsened at the end of the year, reduced international travel and the amount of remittances in dollars made by Cubans abroad; c) that recession also caused a drastic drop in the world prices of nickel and sugar and reduced the demand for Cuban cigars; d) the occurrence of hurricane Michelle, at the end of 2001, caused damages estimated in 1,866 million pesos, which corresponded to 6.6 percent of GDP; e) the closing of the surveillance base at Lourdes by Russia, which ended the payment of a yearly US $200 million fee; f) the sudden 91 percent decrease in direct foreign investment and the contracting of loans in hard currency led to the deterioration of the Cuban economy and to the default on payments to creditors; and g) the deterioration of the political situation in Venezuela in 2002, which led to the temporary suspension of oil supplies.…”
