Climate change can be addressed by mitigation (reducing the sources or enhancing the sinks of greenhouse gases) and adaptation (reducing the impacts of climate change). Mitigation and adaptation present two fundamentally dissimilar approaches whose differences are now well documented. Forest ecosystems play an important role in both adaptation and mitigation and there is a need to explore the linkages between these two options in order to understand their trade-offs and synergies. In forests, potential trade-offs can be observed between global ecosystem services, such as the carbon sequestration relevant for mitigation, and the local ecosystem services that are relevant for adaptation. In addition, mitigation projects can facilitate or hinder the adaptation of local people to climate change, whereas adaptation projects can affect ecosystems and their potential to sequester carbon. Linkages between adaptation and mitigation can also be observed in policies, but few climate change or forest policies have addressed these linkages in the forestry sector. This paper presents examples of linkages between adaptation and mitigation in Latin American forests. Through case studies, we investigate the approaches and reasons for integrating adaptation into mitigation projects or mitigation into OPEN ACCESSForests 2011, 2 432adaptation projects. We also analyze the opportunities for mainstreaming adaptation-mitigation linkages into forest or climate change policies.

“…I conducted research on BF during 2009 through interviews and participant observation in various meetings and workshops, both in Brazil and in the United Kingdom, as well as on a one-week visit to a community of the Rio Negro that had recently been integrated in the program. I also used various publications by Virgilio Viana (2008Viana ( , 2009Viana ( , 2010, Director of Fundaçaõ Amazonas Sustentável (FAS, Sustainable Amazonas Foundation); discussions with FAS employees and community representatives at Rio+20; and information publicly available on the FAS website (http://fas-amazonas.org/?lang=en). ABSTRACT. I start with a discussion of the limits of the United Nations' Reducing Emissions from Deforestation and Forest Degradation and cobenefits (REDD+) program and the need to embed forest carbon within integrated ecosystem services on a landscape scale. By comparing a REDD+ project with two non-REDD+ projects, I show that there are diverse ways of applying the Earth system governance lens to address the continuing deterioration of goods and services provided by ecological systems. I then compare the valuation of ecosystem services and the governance of their provision in the three projects under review: Bolsa Floresta in the state of Amazonas, Brazil; Araçuaí Sustentável in the state of Minas Gerais, Brazil; and the Yasuní-Ishpingo Tambococha Tiputini Initiative in Ecuador. I show how each project has given birth to innovative mixed policies based on citizen mobilization. These dynamic hybrid policies are uniquely fitted to the particular ecological, historical, sociocultural, and political contexts in which they took root, contexts they help to transform. I conclude that result-based payment systems such as those envisaged for REDD+ have the potential to increase the production of additional carbon absorption capacity. However, they are not always appropriate or cost effective, nor do they substitute for command-and-control instruments, or for popular mobilization.

Natural ecosystems, including forest ecosystems, continue to be degraded or converted at an alarming rate. To complement or substitute regulatory approaches to ecosystem management, market-based instruments such as "payments for ecosystem services" (PES) have been introduced and are gaining popularity. One of the prominent PES schemes in the world is the Bolsa Floresta Program (BFP) in the State of Amazonas, Brazil. The BFP was established by the Government of the State of Amazonas through its Secretariat for Environment and Sustainable Development in 2006 and is implemented by the Amazonas Sustainable Foundation. The BFP, which is a voluntary program to reduce deforestation and promote sustainable development by rewarding the communities for changing their land use practices, has four main components: the Bolsa Floresta Income; Bolsa Floresta Social; Bolsa Floresta Family; and Bolsa Floresta Association. A study was conducted to assess the preferences of the participating households in three reserves, namely: Rio Negro, Juma, and Uatumã, for different payment packages with varying combinations of the bolsas relative to the status quo option. The discrete choice method and an open ended question format were used to elicit the preferences of the participant households.
