Abstract:Este artigo se propõe a adaptar a teoria de Hirschman para as Relações Internacionais. A partir de uma diferenciação entre as preferências dos Estados dentro de instituições internacionais, o modelo explicita as dinâmicas que surgem quando a qualidade institucional declina. Enquanto Estados fortes tentarão reformar a instituição por meio de ameaças de saída, Estados médios e fracos terão poucas alternativas. Três casos envolvendo os EUA são descritos e analisados.
