Recent literature has drawn the attention to the impact of neoliberal and financialised urban policies on the enjoyment of access to housing by the urban poor, as well as on how these policies limit the spheres of action that are possible in urban margins. Yet literature tends to pay less attention on the modes of government the state actors use to manage access to housing. Examining housing exclusions and their contestations gains relevance in the current context, in which homelessness is growing and evictions are increasing in numbers. This paper examines how council housing managers negotiate access to housing with occupying families, using neoliberal and disciplinary modes of governance. The concept of informality is used as an analytical device to explore diverse interpretations on occupations as well as to shed light on the management practices of council housing estates. The article is based on ethnographic fieldwork, conducted from December 2017 to April 2019 in the Metropolitan Area of Lisbon, in close collaboration with the Association Habita. It contends that while occupations are criminalised, the state itself also resorts to extra-legal practices in the governance of homelessness. The forms of governance employed by council housing managers are enmeshed with diverse forms of informality, producing both housing exclusions and inclusions.

Social movement coalitions are a vital component within the dynamics of political mobilization. While previous research has established why and how coalitions emerge and dissolve, how they are maintained and the outcomes they generate have been less explored, especially in housing studies. This research contributes to the study of movement coalitions through an empirical examination of the dynamics of how coalitions interact, cooperate, and sustain alliances, in addition to exploring the outcomes that are produced as a result of these coalitions. It draws upon a comparative approach of housing coalitions in Dublin and Lisbon, where local housing groups have played a critical role in protesting against housing injustices and in articulating alternative policy solutions to the housing crisis. In mapping the diversity of coalition members, this research finds that tolerance for difference and negotiation capacity impacts how long coalitions last as well as the outcomes that they lead to. This study contributes to the study of coalitions by analyzing the relationship between outcomes and the mechanisms which sustain coalitions using a comparative framework.

A condição digital levanta novas oportunidades à participação cidadã nos processos de tomada de decisão e oferece novos meios de interação que potenciam a organização e ação política coletiva. No desenho de políticas públicas para as cidades, é o momento para inclusão e criação de novas formas de distribuição de poder entre pessoas e organizações envolvidas nos processos tecnopolíticos. O presente artigo descreve o levantamento e análise de dispositivos tecnopolíticos criados via bottom-up, no âmbito do programa Bairros e Zonas de Intervenção Prioritária (BIP/ZIP) do Município Lisboa. A metodologia adotada baseia-se na definição de um conjunto de critérios de leitura das ferramentas tecnopolíticas, dos atores envolvidos, dos meios utilizados e seus propósitos políticos. O estudo permite uma reflexão crítica sobre o papel da dimensão digital na articulação e expansão da participação nos territórios, entre entidades parceiras e comunidades. Os resultados sublinham a pertinência do desenho de um observatório capaz de monitorizar o impacto do programa BIP/ZIP na cidade de Lisboa.
