Cobb and Ross identify some strategies adopted by these opponents, for example, avoiding the acknowledgement of a problem, or acknowledging it as an isolated event rather than a recurrent pattern.…”

“…Still, the general climate of agreement over problem definition did not stop the Brazilian federal government from raging war against national and international health authorities, the scientific community, and governors and mayors. Agenda setting and problem definition are subject to the “high games” of ideological dispute (Fischer, 2003; Hoppe, 1993) and agenda denial often refers to blocking certain issues from reaching the decision agenda—“the process by which issues are kept from government consideration and deliberation” (Capella, 2016, p. 676). The pandemic was turned into a stage for a war of ideas as the government insisted on disputing the definition and framing of the coronavirus policy issue, which was only partially mitigated by Brazilian institutions, especially the federalist pact.…”

While the government was not able to block completely the rise of the pandemic issue, it employed traditional strategies of agenda denial such as avoidance, attack, and threats (Capella, 2016, pp. 686–689).…”
