Background: The Continuous Cash Benefit Program, known by BPC, is a public policy for assistance that guarantees a monthly income of a minimum wage to the elderly over 65 years old and people with disabilities in a state of poverty. The objective of this study was to analyze the socio-demographic profile of BPC applicants of people with disabilities, their concessions, and rejections, in the category over 16 years old and to identify the prevalence of the main International Classification of Diseases (ICD-10) among the BPC concessions, and the main determinants of the concession. Methods: Exploratory, cross-sectional and retrospective study, with applicants for BPC - People with Disabilities - 16 years or older as of the target audience. The Expert Medical Assessment forms provided by the National Social Security Institute of Brazil from May 2015 to October 2017 were analyzed. Results: The rejections exceeded the concessions, and the incomplete elementary education, mental and behavioral disorders prevailed as the predominant ICD-10 among the 1134 applications analyzed. The main cause of rejection corresponded to the non-fulfillment of the disability criteria for access to the BPC. Concession rates were lower for women, and moderate, severe and complete degrees led to higher concession rates. Conclusion: Although there are social assistance laws for people with disabilities and low income, this population is still in a state of vulnerability.

Characterising people with disabilities at the population level using the ICF approach is a challenge, as it implies that researchers are able to identify variables that can account for the components that make up the multidimensional definition of disability. The purpose of this study is to generate updated information on disability in Uruguay, as there has been no in-depth analysis of how this population lives, how they access the services and benefits that affect their quality of life, and what the significant differences are between those who make up this population. A quantitative analysis was applied to the target population, consisting of participants in the Longitudinal Survey of Social Protection (2016) who reported at least one limitation in performing ADLs and who were in the age range of 18–64 years. Significant differences were found between the different groups in terms of their reported limitations in relation to obtaining necessary services due to their health condition, dropping out of education before completing the compulsory level, low labour market insertion, feelings of loneliness, and low participation. More research needs to be done as it is clear that people with disabilities do not have access to the support they need, which leads to even greater exclusion.

Objetivo: Comparar as características sociodemográficas, de saúde e de trabalho de homens e mulheres com deficiência que residem em contexto rural. Método: Estudo transversal analítico, com 276 pessoas com deficiência residentes em cenário rural de oito municípios da região noroeste do Estado do Rio Grande do Sul, Brasil. Os dados foram coletados por meio de um questionário fechado, com variáveis sociodemográficas, de trabalho e saúde, aplicado na residência dos participantes nos meses de setembro de 2018 a julho de 2019. Esses foram digitados e analisados no programa estatístico software Statistical Package for the Social Sciences for Windows, versão 18.0 por meio de estatística analítica descritiva (comparação de frequência). Para comparar os dois grupos (homens e mulheres) empregou-se o teste Qui-Quadrado. Resultados: Dos homens, 27,8% apresentaram deficiência física e a deficiência múltipla foi mais frequente na mulher (p<0,001). O trabalho na agricultura e do lar eram mais frequentes no sexo feminino e as atividades autônomas e empregatícias, no sexo masculino. Ambos recebiam BPC, ainda que 18% não tivessem nenhum tipo de benefício. Homens tinham duas vezes mais chance de serem tabagistas e quase três vezes maior risco de etilismo que as mulheres (p<0,001). Conclusão: As características de pessoas com deficiência que residem em contexto rural se diferenciam entre os sexos, no que se refere à deficiência, trabalho e hábitos que vulnerabilizam a saúde.
