Interface Between Family Farming and School Feeding: barriers and coping mechanisms from the perspective of different social actors in Southern Brazil

Abstract: Family farming came to school as a public policy in Brazil, linked to National School Feeding Program (PNAE -Programa Nacional de Alimentação Escolar, in Portuguese). In order to discuss the interface between family farming and school feeding, regarding barriers and coping mechanisms, 35 social actors were interviewed in Santa Catarina, Southern Brazil. “…The PNAE originally had close links to the food industry, when the distribution of processed, ready-to-eat foods was prioritised, although the change in policy contributed to the establishment of the institutional markets for the produce of family farming and, simultaneously, the promotion of food and nutritional security throughout Brazil (Triches and Grisa, 2015;Schmitt and Grisa, 2013). Mossmann et al (2017) conclude that public policies as PNAE can provide benefits for farmers and the students, with positive effects in both rural and urban settings in relation to food and nutritional security. One year after the implementation of federal law 11,947, which obliged educational authorities to purchase produce from family farms, Saraiva et al (2013) found that only 47.4% of Brazilian municipalities were purchasing the produce of family farms for school meals, with these municipalities devoting an average of 22.7% of their spending on this item to family farm produce.…”
