Climate change, food security, and livelihoods in sub-Saharan Africa

Sub-Saharan Africa is particularly vulnerable to climate change. Multiple biophysical, political, and socioeconomic stresses interact to increase the region's susceptibility and constrain its adaptive capacity. Climate change is commonly recognized as a major issue likely to have negative consequences on food security and livelihoods in the region. This paper reviews three bodies of scholarship that have evolved somewhat separately, yet are inherently interconnected: climate change impacts, vulnerability and adaptation, food security, and sustainable livelihoods. The paper develops a conceptualization of the relationships among the three themes and shows how food security's vulnerabilities are related to multiple stresses and adaptive capacities, reflecting access to assets. Food security represents one of several livelihood outcomes. The framework shows how several research paradigms relate to the issue of food security and climate change and provides a guide for empirical investigations. Recognizing these interconnections can help in the development of more effective policies and programs. The framework is applied here to synthesize findings from an array of studies in subSaharan Africa dealing with vulnerability to climate change, food security, and livelihoods.

Climate variability is contributing to water-scarcity problems in Kenya and to extreme flooding and drought in Vietnam. This paper compares diversity-based climate adaptation approaches in current land use in the Cam Xuyen district, Ha Tinh province, Central Vietnam and in the Kapingazi river watershed in Embu district, Eastern province, Kenya, in order to understand local responses to climate variability and examine the potential for policy support of diversity management by local people. Literature reviews and trend analysis of local time series of rainfall and temperature were combined with stakeholder interviews and workshops to identify technology and policy options for dealing with current and future climate variability. At all study sites, diversity in land use at farm level and along agriculture-forestry landscape gradients was a key strategy. Policy options to support such an approach could include legalization of agroforestry in Vietnam and a combination of regulations and incentive-based approaches to reconcile household decision-making with longer term and collective actions to benefit landscape diversity in Kenya. Lessons learnt in both study areas about payments for environmental services can be used in policy discussions.

This article assesses how adaptation governance within the eThekwini (Durban) metropolitan municipality, KwaZulu‐Natal Province of South Africa, addresses the vulnerability and adaptation of black African women to flood impacts within the municipality. The article argues that there is an intersectional lens through which black local women's experiences of vulnerability to the impact of climate change disasters need to be understood and addressed. Qualitative research methodologies were employed to collect data through semi‐structured interviews and focus group discussions with local black African women from four areas in Durban who have experienced frequent floods over the past years. Personnel from eThekwini municipality's Environmental Planning and Climate Protection Department and Disaster Management Department were also interviewed. The feminist political ecology perspective was used to unpack the nuances in power relations that engendered black African women's vulnerability and adaptation to flood impacts within the municipality. The study's findings revealed that the overall vulnerability experiences of black African women in Durban are shaped by factors relating to the lack of an ‘intentionally gendered’ approach to adaptation governance in the municipality. Adopting an intentional approach to adaptation governance is essential to inform policies responding to local black Africans' vulnerability and adaptation experiences within the study's context.
