The article is devoted to the study of road infrastructure service parameters of economic subsystems in Russian regions. The maintained subsystems are the followings: mining, manufacturing, agriculture, investment, construction, trade, value added (gross regional product), population. Taking into consideration the significant number of regions in the Russian Federation, they are arranged into relatively homogeneous groups (virtual clusters) through cluster analysis. Representative regions nearest to the center of each cluster are identified in each virtual cluster. In case of significant number of regions in one virtual cluster, secondary clustering was performed to obtain groups that are more homogeneous. The article does not provide data on regions with the lowest rate of economic subsystems service due to the high heterogeneity of the virtual clusters obtained. Donor subsystems (characterized by a high level of service parameter) and recipient subsystems with a low level of service parameter are identified in each representative region. In relation to the representative regions, a dynamic analysis was undertaken, which allowed identifying the main trends in the service intensity of economic subsystems.
Цель: выявление сильных и слабых сторон позиционирования автодорожной инфраструктуры в стратегиях социально-экономического развития российских регионов, элементов позитивного опыта в данной сфере стратегического управления, распространение которого будет способствовать повышению эффективности инфраструктурных проектов и программ. Обсуждение: разработка стратегий социальноэкономического развития российских регионов на период до 2035 года предполагает, наряду с иными положениями, определение стратегических целей, задач, механизмов развития транспортной инфраструктуры. В ее составе одно из центральных мест занимает автодорожная инфраструктура. Результаты: анализ показал, что все проанализированные стратегии содержат положения, характеризующие состояние и перспективы развития автодорожной инфраструктуры. Однако имеют место как сильные, так и слабые стороны стратегического позиционирования этой жизненно важной подсистемы региональной экономики. Состав анализируемых регионов сформирован таким образом, чтобы в него вошли административно-территориальные образования, различающиеся по интенсивности обслуживания их экономических подсистем: Тюменская, Московская, Самарская, Воронежская, Ярославская области, Краснодарский край, республики: Адыгея, Саха (Якутия), Бурятия. Дальнейший анализ показал, что позитивные элементы стратегического планирования имеют место в регионах с различным уровнем развития по показателям, характеризующим интенсивность обслуживания экономических систем. Выявленные позитивные элементы позиционирования автодорожной инфраструктуры представляют интерес для регионов различного уровня социально-экономического развития.
Аннотация: цель. Определить сущностные и содержательные характеристики научной категории «транспортная инфраструктура региона», установить соотношение понятий, отражающих различные аспекты функционирования транспортного комплекса административно-территориальных образований. Точность определений позволит в значительной степени снизить разногласия в определении необходимых механизмов, обеспечивающих эффективное управление транспортными подсистемами страны. Обсуждение. В статье обосновывается некорректность тождественного использования терминов «транспортная система», «транспортный комплекс», «транспортная инфраструктура». Проанализированы такие подходы к определению термина «транспортная инфраструктура, как отраслевой (системно-технологический), функциональный, стоимостной, системно-пространственный. Результаты. Устновлено, что с точки зрения управления региональной транспортной инфраструктурой целесообразно использовать сочетание функционального и системно-пространственного подходов.
