Despite the reduction of restrictive measures imposed due to the COVID-19 pandemic, the problem of organizing distance learning continues to be topical. Distance learning imposes a much greater responsibility on teachers, giving them more of a workload as learning technologies change rapidly and teachers have to actively adapt to innovations, devoting a lot of time to preparing appropriate materials to ensure the best learning outcomes. The aim of the study is to detect the use of the most effective means of organizing distance learning by teachers. The study is based on a survey of university professors who were teaching in the distance mode during 2020-2021 active administrative restrictions. Opportunities for the use of various services in the organization of distance learning are analyzed and the drawbacks and advantages of the distance learning system are highlighted. The study reveals previously unapparent issues that arose in the course of distance work in quarantine.These include, first and foremost, the high physical workload of teachers, the many technical problems that arose in the transition to distance learning, the lack of teachers' competencies, which needs to be urgently addressed, and the complicated coordination of the learning process. Despite the problems identified, the authors argue that the system of distance learning can and must be adopted and further developed as an additional supporting direction in the organization of the learning process, which will allow educational institutions to promptly shift to distance learning as needed.
Training in economics is one of the relevant scholarly problems in terms of theory and practice. The rapidly developing information technologies, the digital document circulation and other recent aspects of professional activities in economics require new approaches not only to training and learning content, but also to new assessment methods. Assessment is no longer limited to determining the level of knowledge and of skill acquisition: it also comprises the individual trajectory of one's professional development. Among the most pressing challenges in present-day higher education is training of professionals who satisfy the requirements of the job market, the employers' demands and national development strategies. Finding answers to this challenge will allow university graduates to get involved in resolving the most complicated problems related to national economic development in general and to national needs. Teaching students to evaluate their professional level and to make decisions on developing their professional competencies is one of the new assessment methods in master programs training highly qualified specialists. The present article examines the assessment of the learners' achievements in training programs in economics and presents the didactic assessment model entitled 'The Thematic Assessment Set', based on the competence approach.
The paper presents the scientific idea that the problems of sustainable socio-economic development of the country as a whole and such an important segment as public procurement in particular, may be successfully addressed provided the theoretical validation, development and implementation in practice of training of the procurement specialists of technologies for development of creative thinking. Creative thinking, as one of the leading digital competencies, contributes to the solution of the problem of labour market saturation with the specialists ready to address the task of creating a new technological basis for the development of economy, social sphere, etc. Professional competences of procurement specialists built with reliance on creative thinking help to solve every day professional tasks at a new qualitative level.
The procurement activity in Russia is in a new phase of its development in connection with the entry into force of the 44-Fededal Law of 05.04.2013. "On the contract system in the procurement of goods, works and services for state and municipal needs". Sufficiently serious innovations are required the analysis of international and world experience of procurement and development of the scientific and methodological support of state procurement. One of the innovations is contracts lifecycle. The article reveals the author's approach to identify and justify the conditions of effective implementation of the life cycle contracts in the procurement of the Russian Federation.
