The article is devoted to ways and means of solving the problem of organizing professional management of treasury facilities of the Russian Federation in the light of the goals and objectives defi ned by the State Program “Federal Property Management” approved by the Government of the Russian Federation, aimed at reducing treasury facilities not involved in economic turnover. The purpose of the work is to propose ways of organizing a management mechanism aimed at reducing the number of treasury facilities by involving these facilities in economic turnover, as well as assigning them to the profiles of enterprises and organizations of the core business. The ways and mechanisms of management presented by the authors include the methods permitting to reduce and prevent the further increase in the number of objects withdrawn from economic circulation or turnover and remaining outside the professional and specialized management within the existing regulatory and legislative rules and restrictions. The proposed ways and methods of management can allow the maximum number of treasury objects to be involved in economic turnover or assigned to specialized organizations in the shortest possible time. Federally owned objects that cannot be involved in economic turnover due to the loss of physical properties, have not aroused interest among the regions and for private investors, should be assigned to specialized organizations for write-off, disposal or professional conservation at the expense of federal budget funds completed. A number of the described methods are used in the implementation of the State Program “Federal Property Management”.

The paper depicts ways and means of solving one of the key problems that the Government of the Russian Federation has identified as a priority in 2020 and for subsequent years. This includes the reduction of unfinished construction projects (UCP), the financing of the construction of which was carried out at the expense of the federal budget, in particular, industrial facilities without attracting additional budget allocations. The purpose of the work is to create a management mechanism that allows in a short time to involve in the economic turnover of UCP, the construction of which was carried out at the expense of the federal budget. Within the framework of existing regulatory and legislative rules and restrictions, the mechanism comprises methods that allow organizing the transfer of property to another level of ownership, privatization, completion of construction at the expense of extra-budgetary sources, as well as write-off and disposal for UCP. The proposed ways and methods of management make it possible to involve the maximum number of UCP in the economic turnover in the shortest possible time. Federally owned objects that have not aroused interest in the regions and that lack investment attractiveness for private investors should be completed at the expense of the federal budget, or written-off and disposed of. The authors used the described methods in fulfilling the instructions of the Government of the Russian Federation to reduce the UCP and allowed to increase several times the number of involved projects compared to previous periods.
The article substantiates the necessity of forming a new technology of state property management, control system development for state unitary enterprises and joint stock companies with a state share in the authorized capital. It is important to carry out quarterly monitoring of their activities, based on modern methods of financial analysis and business valuation. It will allow monitoring in on-line mode the current state of the company, the effectiveness of management decisions to timely identify the most promising areas of business development.
The identification of cases of deliberate or fictitious bankruptcy of industrial sector organizations in the management of state enterprises and organizations is of great importance in ensuring economic security. The paper is devoted to the methodology of timely prevention of bankruptcy of state industrial enterprises and organizations and law enforcement practice in the field of bankruptcy. In the framework of risk management, the article analyzes the existing mechanisms for monitoring and identifying possible deterioration of financial and economic activity and the probability of bankruptcy of state industrial enterprises and organizations. The purpose of the work is to determine directions of the system development of combating unfair management decisions during the bankruptcy procedure, as well as the establishment of tools to prevent the bankruptcy of state industrial enterprises and organizations. There had been used the formal legal method in the paper, methods of complex and interdisciplinary analysis, as well as General scientific methods, including the dialectical method and the method of system analysis. As a result of the study, the main problems of law enforcement and managerial practice in detecting offenses during bankruptcy procedures are considered and the necessary areas of management and regulatory regulation are identified, an approach to identifying the threat of bankruptcy and implementing anti-crisis measures when managing state industrial enterprises and organizations is determined. The study may be of interest to public authorities in determining the methodological and regulatory framework, as well as strategies to improve the efficiency of management of state enterprises and organizations, and ensure economic security.
