Indonesian local parliaments have an image as a corrupt, closed, outdated, and unreachable institution in the public’s eyes. However, the parliaments have never tried to more actively developing policies which encourage active community participation. The recent adoption of social media by local parliaments seems to be a sign of the parliament’s willingness to encourage greater community contributions. However, little can be understood about the implications of these activities. Moreover, whether social media contributes significantly to community participation in local parliaments. The purpose of this study is to explore the use of social media by local parliaments. This study employed qualitative multiple case studies by conducting a content analysis on Facebook and Twitter in four local parliaments. This study found three faces of local parliaments on social media which are performers, reporters, and marketers. In general, there has been a willingness of local parliaments to become more transparent and participatory institutions. Nevertheless, the massive adoption of social media to promote more participatory democratic practices was conducted half-heartedly by the local parliaments. Practically, if local parliaments want to use social media to enchance their image, they must publish content that promotes openness such as online assembly and educative information.
Youtube is a social media platform for the exchange of videos where the public can demonstrate their engagement by watching, sharing and commenting. Local governments have gradually adopted it, in particular for transparency purposes. Unfortunately, there has been not much research explored the use of this platform, especially to investigate whether it was able to promote transparency which was previously enquired by the public. A dataset of 304 video profiles was analyzed to find local governments' use of YouTube. The results showed found that in terms of transparency, the government utilizes social media to share video meetings where the public could watch the dynamics of policy formulation and budget allocation. Unfortunately, we also find that YouTube is used to publicize the governor's activities excessively, so we prefer to call YouTube as a medium of branding rather than as a medium of transparency. We also find other benefits of YouTube as an effective media to promote and socialize government programs.
The success of the Musrenbangdes policy implementation will always be determined by various factors. Inhibiting factors are often the cause of the ineffective implementation of a policy. This research was conducted to look at the inhibiting factors in making Musrenbangdes policy which is seen in the scope of deliberative planning. This study uses a descriptive research method with a qualitative approach. The data analysis techniques used by the researchers are interactive models from Miles and Huberman. Research conducted in Pulau Rimau District, Banyuasin Regency, South Sumatra found that there were inhibiting factors in the implementation of Musrenbangdes that led to the decision-making process in deliberative planning. Some of these factors are the involvement of community interest groups that have not been fully involved or are still in the form of representatives. Determination of participant representatives in Musrenbangdes has not been seen based on age group which causes inclusiveness of public involvement to be not created. In addition, public involvement has not been seen based on socio-economic backgrounds such as education, employment, and the strategic location of activity locations. This has an impact on the deliberative planning process that has not been able to run effectively and inclusively. The involvement of interest groups, age groups, social and economic backgrounds of the community is important to consider in determining Musrenbangdes participants to create a deliberative planning process that accommodates all stakeholders.
Pandemic Covid-19 has had a direct impact on the world of education. The limitation of the crowd in community activities in public places causes the world of education to maximize the use of information and communication technology as a medium for distance learning or online. This encourages educators/ teachers to formulate alternatives for distance learning media by adapting them according to the conditions of available facilities and infrastructure, and mastering the use of a number of digital platforms that can be used as alternative learning media. This digital-based learning innovation training activity aims to introduce and assist the use of several digital learning media in one of the schools, namely SMK Lingua Prima Indralaya. Assessment of the success of the training held was carried out through a pretest and post-test. Assistance is carried out so that teachers understand and gain insight in formulating innovative learning methods in the implementation of the distance or online teaching and learning process. In this training, introduction and assistance were carried out related to the use of audio podcasts, maximizing the function of social media and also designing materials with attractive and innovative PowerPoint templates.Keywords: digital based learning; effective learning; pandemic period Abstrak: Pandemi Covid-19 telah berdampak secara langsung terhadap dunia pendidikan. Dibatasinya kerumunan dalam aktivitas masyarakat ditempat umum menyebabkan dunia pendidikan harus memaksimalkan penggunaan teknologi informasi dan komunikasi sebagai media pembelajaran jarak jauh atau daring. Hal ini mendorong tenaga pendidik / guru harus merumuskan alternatif-alternatif media pembelajaran jarak jauh dengan cara mengadaptasinya sesuai dengan kondisi sarana dan prasarana yang tersedia, serta menguasai penggunaan sejumlah platform digital yang dapat digunakan sebagai media pembelajaran alternatif. Kegiatan pelatihan inovasi belajar berbasis digital ini bertujuan untuk melakukan pengenalan dan pendampingan penggunaan beberapa media pembelajaran digital di salah satu sekolah, yakni SMK Lingua Prima Indralaya. Penilaian terhadap keberhasilan pelatihan yang diselenggarakan ini dilakukan melalui pretest dan post-test. Pendampingan dilakukan agar para guru memahami dan menambah wawasan dalam merumuskan metode pembelajaran yang inovatif dalam pelaksanaan proses belajar mengajar jarak jauh atau daring. This study is motivated by two main factors, including: the limitations of previous studies on the sustainability of innovation in the public sector and the practical needs since the Indonesian government recently carried out a public sector innovation competition and generated thousands of new innovations. These practices will be dangerous if the government does not think about the sustainability of these innovations. Therefore, by taking the case of 2H2 Center of East Flores Regency, this study intended to explore the driving factors of the sustainability of innovation in the public sector. We have interviewed a number of informants and studied some of the documents obtained from them to achieve the objectives of this study. We found that the sustainability of innovation in the public sector was based on several factors such as organizational learning, financial sustainability, stakeholder engagement, data-driven innovation, open innovation: evolution and product development, and regulatory support. In practical terms, the results of this study can be used and considered by the government when the government intends to promote the sustainability of innovation in the public sector.
