Covid-19 has changed the learning process from class attendance to distance learning using the Internet. Early childhood education is threatened to enter into the lost generation, due to distance learning, which causes confusion for teachers and parents to be able to provide the best stimulation for them. Therefore, the Indonesian government made a new policy on online learning. The objectives of this research are to find how effective at online learning policy formulation, how productive it is in policy implementation, and what are the obstacles of the implementation at Early-Childhood Education (ECE). This qualitative research uses a mixed method approach with an iterative analysis design, conducted in Central Java Province in 35 districts / cities with 1,899 respondents. Data collection techniques with open-closed questionnaires, study from 15 documentation, and in-depth interviews. Data analysis uses quantitative-qualitative software Nvivo12+, with Miles and Huberman models. The results showed the policy formulation of online learning at ECE has been effective. However, the implementation of online learning policy at ECE still takes a lot of effort to become more powerful in preventing a decline in learning. There are five obstacles in in applying this in the field, namely the ability of teachers, the ability of parents, economic capability, facility constraints, and pedagogical constraints. The purpose of this study to find out (1) the steps of continuous professional development (CPD) of teachers, (2) the methods and techniques of CPD, (3) the models of CPD, (4) thefinancing of CPD, and (5) the constraints of CPD. The research approach is qualitative while the type is phenomenological. The study was conducted in Demak Regency in 2019. Data collection techniques used questionnaires, interviews, and documentation. The research step follows the Miles and Huberman model. Analysis of data using qualitative research software NVivo 11 Plus. The results showed (1) the steps of CPD consist of need assessment, implementation, and evaluation, (2) the most widely used methods were education and training, lectures, simulations, discussions, and behavior modeling, (3) the models most widely used professional learning groups, (4) the biggest funding source from the personal of teachers and local government, and (5) the main constraints are in terms of time, funding, lack of programmability, and lack of assistance. The intensive CPD implementation has succeeded in improving the quality of education in Demak District. In order for CPD to improve more quality of education, it is suggested that several things (1) CPD steps need to be improved starting from the measurement of teacher needs to evaluation, (2) the methods, techniques, and models that are still rarely used should be tried to apply, (3) it needs to explore funding from the public, (4) minimize the main obstacles that arised, and (5) the need of operational policy from District Education Office of Demak.
Permasalahan dalam penelitian ini adalah: (1) adakah pengaruh motivasi berprestasi guru terhadap kompetensi profesional guru Bahasa Inggris? (2) adakah pengaruh partisipasi guru terhadap kompetensi profesional guru Bahasa Inggris? (3) adakah pengaruh motivasi berprestasi guru dan partisipasi guru dalam MGMP secara bersama-sama terhadap kompetensi profesional guru Bahasa Inggris SMP di Kabupaten Kendal?Tujuan penelitian ini adalah:(1) mengetahui pengaruh motivasi berprestasi guru terhadap kompetensi profesional guru Bahasa Inggris, (2) mengetahui pengaruh partisipasi guru terhadap kompetensi profesional guru Bahasa Inggris, (3) mengetahui pengaruh secara bersama-sama motivasi berprestasi dan partisipasi guru dalam MGMP terhadap kompetensi profesional guru Bahasa Inggris SMP di Kabupaten Kendal.Populasi dalam penelitian ini adalah seluruh guru Bahasa Inggris SMP di Kabupaten Kendal yang berjumlah 220 orang, dengan sampel sebanyak 135 orang dengan menggunakan tehnik proportional random sampling. Pendekatan yang dipakai adalah kuantitatif melalui regresi. Teknik pengolahan data menggunakan analisis deskriptif, analisis regresi linier dan regresi berganda.Hasil penelitian diperoleh sebagai berikut: 1) Ada pengaruh motivasi berprestasi terhadap kompetensi profesional guru Bahasa Inggris SMP Kabupaten Kendal secara positif dan signifikan sebesar 44, 6%. 2) Pengaruh partisipasi guru dalam MGMP terhadap kompetensi profesional guru sebesar 20,4 %. 3) Pengaruh motivasi berprestasi guru dan partisipasi guru dalam MGMP secara bersama-sama terhadap kompetensi profesional guru sebesar 48,2 %.

Penelitian ini menggunakan pendekatan kualitatif melalui studi kasus. Teknik pengumpulan data dilakukan dengan tiga cara yakni, observasi, wawancara, dan dokumentasi. Data yang telah terkumpul dianalisis secara deskriptif menggunnakan alur reduksi data, penyajian data, penarikan kesimpulan. Keabsahan data menggunakan derajat kepercayaan dan triangulasi sumber dan metode.Dari hasil paparan data ditemukan sebagai berikut: (1) perencanaan (plan) Perencanaan diawali dari pembentukan tim pengembang sekolah (TPS) terdiri dari kepala sekolah, wakil-wakil kepala sekolah seperti waka kurikulum, waka kesiswaan, waka humas, waka sarana prasarana, waka manajemen mutu, kasubag TU, perwakilan guru senior dan komite dalam merumuskan program sekolah sesuai dengan visi dan misi sekolah. (2) Pelaksanaan rencana (do), Dalam pelaksanaan pembelajaran sebagian pendidik sudah menggunakan media dan metode pembelajaran yang bervariasi sesuai dengan RPP yang dibuat pendidik di awal tahun ajaran, namun masih ada juga beberapa pendidik yang menggunakan metode pembelajaran secara konvensional.. (3) Pemeriksaan (check), di awal tahun ajaran baru sekolah mengadakan dengar pendapat umum (DPU) yang bertujuan untuk mereview dan mengevaluasi kegiatan sekolah selama setahun berjalan.. Evaluasi pembelajaran diaksanakan melalui penilaian harian, penilaian tengah semester (PTS) dan penilaian akhir semester (PAS). (4) Tindak lanjut/follow up (act), output pelanggan yang ada SMA Negeri 1 Slawi sudah cukup bersaing di perguruan tinggi favorit seperti UGM, ITB, UI, IPB, ITS, Undip, Unnes, UNY, UNJ, UIN dan perguruan tinggi kedinasan seperti STAN, STIS, STSN.
