ResumoO texto analisa a desindustrialização em marcha no Brasil e alguns dos impasses da política macroeconômica. A industrialização atingida nas décadas anteriores deteriorou-se face à ausência de políticas industriais e de desenvolvimento e da conjugação de juros elevados, falta de investimento, câmbio sobrevalorizado e exagerada abertura comercial. Nesse contexto, ocorre uma desindustrialização nociva que fragiliza o país e compromete sua economia. Na ausência de uma política macroeconômica consentânea com a política industrial, o desenvolvimento fica comprometido. Por sua vez, cabe lembrar que o subdesenvolvimento não representa uma etapa ou acidente de percurso, mas um processo que se inicia com a inserção no mercado internacional capitalista no século XIX e, desse processo, o Brasil ainda não se libertou.Palavras-chave: Industrialização; Desindustrialização; Políticas de desenvolvimento. Abstract Deindustralization in BrazilThe text analyzes the contemporary deindustrialization of Brazil and some of its impasses in terms of macroeconomic policies. The level of industrialization that was reached in previous decades has deteriorated because of the lack of policies on industry and development and the combination of high interest rates, lack of investment, overvalued exchange rates and exaggerated trade openness. In this context, harmful deindustrialization occurs. It weakens and undermines the country's economy. In the absence of a macroeconomic policy in line with industrial policy, development is compromised. In these terms, underdevelopment is not a phase or a bump in the road, but a process that began with Brazil's involvement in the international capitalist market in the nineteenth century -a process which Brazil has yet to complete.Keywords: Industrialization; Deindustrialization; Development Policies. IntroduçãoPara que se possa fazer uma reflexão mais rigorosa sobre a questão da desindustrialização, é necessário preliminarmente lembrar os conceitos de desenvolvimento e de subdesenvolvimento econômico, bem como o sentido da industrialização em tais processos.
Entre 1930 e 1980 as principais determinações sobre nossa urbanização, integração do mercado nacional e desenvolvimento regional decorreram basicamente da industrialização, da política macroeconômica e de políticas de desenvolvimento regional. Após 1980, com a “Década perdida” e as políticas neoliberais, aquelas determinações foram em grande parte modificadas pelas novas formas de nossa inserção externa, pelo câmbio apreciado e juro alto, e pela Guerra Fiscal. Assim, além dos determinantes anteriores – enfraquecidos –, há os novos, de sentido nacional, sendo alguns específicos a cada região. Em que pese as mudanças, os efeitos nocivos de nossa forma de crescer e de nossa urbanização se transmitiram a todo o território nacional. O artigo se encerra com uma proposta de Agenda de Pesquisa sobre os temas regional e urbano para o período 1980-2010, com intuito de entender melhor aquelas determinações e efeitos desses processos. Abstract: Between 1930 and 1980, urbanization process, domestic market integration and regional development in Brazil were basically determined by the combination of industrialization process, macroeconomic and regional development policies. After 1980, as a result of the so called “Lost decade” and the implementation of neoliberal policies, those determinants were significantly modified by the new paths of external insertion, overvalued exchange rate, high interest rates, and “fiscal war” between regions. Beyond those weakened previous determinants, new ones have aroused; some are national and others specific to each region. Despite the changes in the determinants mentioned above, the harmful side-effects of the economic growth and urbanization processes have affected the whole national territory. As a conclusion, the article proposes a Research Agenda focused on regional and urban subjects for the period 1980-2010 in order to better understand how those determinants have affected these processes. RESUMOO texto analisa os principais efeitos decorrentes da política econômica de defesa do café e do extraordinário esforço de industrialização desencadeado pelo Estado Nacional entre 1929 e 1954. Distingue o desenvolvimentismo do I e II governo Vargas (30-45 e 51-54), contrapondo-o à frustrada tentativa de retorno liberal de Dutra (46-50). Destaca o importante esforço de reconstrução do Estado e da introdução de instrumentos de controle da política econômica nacional, materializados pelo extraordinário trabalho da Assessoria Econômica da Presidência (51-54), criada por Vargas, onde pontificaram nomes de grandes brasileiros como Rômulo de Almeida, Ignácio Angel, Jesus Soares Pereira, Cleanto Paiva Leite e Tomás P. Acioli Borges, verdadeiros artífices de nossos principais projetos e planos de desenvolvimento de então.
ResumoO artigo procura sintetizar o movimento geral da economia brasileira, e alguns fatos marcantes, desde 1930 a 2016, que alteraram parcialmente a trajetória do período. O subperíodo de 1930 a 1980, compreende nossa fase áurea de crescimento e industrialização, o de 1980 a hoje -o da desconstrução do desenvolvimento do país. Na boa tradição da História e da Economia Política, comento outros fatos anteriores muito relevantes, que exerceram efeitos cumulativos subsequentes. Incluo também as principais circunstâncias internacionais que, em cada momento, tiveram forte influência nessas mudanças. Na terceira parte, centrada no pós-1980, resumo alguns efeitos políticos e sociais sofridos pela sociedade brasileira, que a meu juízo, foram fortemente -mas não exclusivamente -influenciados por aquelas transformações econômicas e institucionais, especialmente pelo Neoliberalismo e pela Globalização no segundo período. Na parte final relato o aprofundamento da crise atual, e indago sobre o futuro imediato de nosso desenvolvimento. Abstract Brazil: the construction and deconstruction of developmentThe article with provide an overview of the Brazilian economy between 1930 and 2016 and the most relevant facts during the period, as well as the international circumstances that played a significant role in the changes that took place. During the first period, the golden phase between 1930 and 1980, the country boomed with economic growth and industrialization, whereas the following period (from 1980 until today) is marked by the interruption in the development path. The third part of the article focuses on the post 1980´s period, showing how some political and social effects suffered by Brazilians were strongly -but not exclusively -influenced by those changes, both economic and institutional, particularly by neoliberalism and globalization. In the final part I report the deepening current crisis and investigate the immediate future of Brazil´s development.
