This study considers the features of modern development of economic systems – intensification of offshoring of economy, which forms the relevance of the study. The purpose of the study is to perform a theoretical analysis of offshoring, to establish its impact on the national economic security and to develop ways to de-offshoring the economy. The methodological basis of the study were general scientific and special methods of cognition, including methods of dialectical cognition, theoretical generalisation and abstraction, methods of economic and statistical analysis, induction, deduction, and synthesis. The study analyses the volume of offshore capital outflows, the volume of tax asymmetry and the volume of offshore economies of different countries, including Ukraine. Proceeding from the analysis data, the study indicated the threatening volumes of offshoring in the modern economy. In addition, the study provided the theoretical analysis of the offshoring process in the system of national economic security, establishing the main reasons, advantages and disadvantages of this process for the national economy. The main threats posed by offshoring the economy and national economic security are highlighted. The definition of the concepts of offshoring and deoffshoring is formed taking into account their security-related importance. It was discovered that a considerable share of the withdrawn capital is returned to the national economy in the form of so-called "round-trip" investments. It is concluded that it is necessary to factor in their safety value for the economy when implementing measures to reduce their volume. The study analysed the ratio of withdrawn capital and external debt of different countries and found that Ukraine is one of the leading countries according to this indicator. The purpose of the study was to develop economic and legal measures to create a green economy model by assessing the effectiveness of greening tools. To achieve the goal it was necessary to solve several problems. Firstly, to evaluate the effectiveness of greening tools using expert analysis techniques. Secondly, to develop measures to ensure the economy greening through the use of the most effective greening tools. Theoretical basis. The economy greening is extremely important, especially in the post-pandemic period - a period of intensive economic recovery, which might contribute to the strengthening of environmental problems. Accordingly, the study aims to identify the most effective tools for greening to develop measures for the ecologigaly healthy economic recovery in the post-pandemic period. Scientific novelty. The effectiveness of greening tools was evaluated and several economic and legal measures were developed, which will contribute to the economy greening intensification. Conclusions. The study proposed to intensify the economy greening by using the most effective greening tools whose effectiveness was assessed by using expert analysis. The most effective greening tools were identified: environmental taxes, quotas, environmental funds, environmental audit, and environmental certification. Based on the results of the study, several economic and legal measures for economy greening in the post-pandemic period were developed.
Abstract. The purpose of the study was to generate legal support of the socio-economic development model genesis in post-industrial society. Fulfillment the research purpose requires solving several problems. Firstly, to determine the characteristics, components and directions of socio-economic development in post-industrial society. Secondly, to carry out a theoretical analysis of the basic concepts of socio-economic development transformation and to evaluate them. Furthermore, to determine the priority concept of transformation accordingly to the post-industrial development requirements. Thirdly, to develop the main directions of legal support for the formation of a model of socio-economic development of post-industrial society. Several environmental and economic crises, as well as the need to reconstruct the theoretical model of socio-economic development in post-industrial society, made the study relevant. Accordingly, the study intended to identify priority fields of legal support of socio-economic development model genesis. Based on the results of the evaluation of the basic concepts of socio-economic development transformation, the model of socio-economic development in post-industrial society was formed. Accordingly, the main directions of legal support of these processes were developed. The study provides a theoretical analysis of the basic concepts and components of the model of transformation of socio-economic development. An algorithm was developed and the evaluation of these concepts and components was performed, which allowed identifying the most optimal concept and relevant components. Based on this analysis, a socio-economic development model in a post-industrial society has been developed. The directions of legal support of the process of formation of such model were developed. The volume of capital outflows from Ukraine to offshore jurisdictions has become quite large and poses a threat to the economic security of the state, however, measures to de-offshorise the economy are not effective. Therefore, this study is aimed at identifying factors that affect the level of offshoring of the economy, in addition to the state's tax policy, and at developing measures to de-offshorise the state economy. The study used general and special methods of cognition, economic, mathematical, and statistical analysis, the method of deduction and theoretical generalisation. A theoretical analysis of offshoring as an economic category is carried out, the scale of offshoring of the world economy and its impact on the economic security of the state is determined, which substantiated the relevance of the chosen research topic. The main factors influencing the level of offshoring of the economy, except for tax evasion, are highlighted. A methodology and algorithm for determining the total amount of capital outflow are proposed and calculations of the total amount of capital outflow from Ukraine for 2013-2019 are carried out. A correlation analysis was carried out to determine the level of influence of certain factors on the offshoring level of the Ukrainian economy. A mathematical model of the influence of these factors is constructed (x1 , x2 ... xn ) at the level of offshoring of the economy (y), which allowed identifying the factors that most contribute to the increase in the volume of capital outflows from Ukraine. A comparison of the level of corporate raiding, the coefficient of offshoring and the volume of capital outflow from Ukraine is carried out, and a conclusion is made about their stable interdependence. Based on the results of the study, the main ways of de-offshoring of the Ukrainian economy in the process of creating and forming the Bureau of Economic Security of Ukraine are developed. It is proposed to create a division within the specified bureau that will perform the functions of countering raiding and violation of property rights of business entities. It is assumed that these measures would contribute to the de-offshoring of the economy and ensure the economic security of the state. The findings of the study can be used to form legislative and institutional support for deoffshoring and ensure the economic security of the state. In particular, based on the results, it is recommended to form the main directions of work and functions of the newly created Bureau of Economic Security of Ukraine
The study aimed to determine Ukraine's food security level, and develop the main directions for its increase. To realize the research purpose several tasks were conducted. Firstly, to calculate Ukraine's Food Security Index and compare it with the average World and average European Food Security Index. Secondly, make a forecast of Ukraine's Food Security Index for the next 5 years, and assess its trends. Thirdly, to establish the main factors that have an impact on Ukraine's Food Security Index. Fourthly, to identify the main bottlenecks and, on the basis of these data, propose the main directions for increasing the level of Ukraine's food security.The global environmental crisis has significantly increased the risk of food insecurity in the world and the likelihood of famine in certain regions. Besides, Russia's war against Ukraine, which destroyed the supply chain infrastructure and exacerbated the problems of providing food to the population, updated the researched issues. Accordingly, the research aimed at identifying the "bottlenecks" of Ukraine's Food Security and developing directions for increasing its level.Based on the results of theoretical and empirical research, the main "bottlenecks" of the process of ensuring food security have been identified and directions for increasing its level have been established.The study carried out the calculation and forecasting of Ukraine's Food Security Index. Moreover, the paper proposed a method of determining the main "bottlenecks" of Ukraine's Food Security Index by assessing the influence of various factors. Based on the analysis, the study developed the main directions for increasing Ukraine's food security level.
