Analizar el caso de Colombia representa un reto para la comprensión de las relaciones de poder dentro del sistema internacional. Dadas las limitaciones de un Estado como el colombiano, los acercamientos clásicos a la polaridad resultan insuficientes, pues pasarían por alto las características particulares que rodean la participación de este agente del sistema regional latinoamericano. Si sólo tuviéramos en cuenta los recursos de poder reconocidos por Kenneth Niel Waltz (1988), la mayoría de los Estados del continente americano eclipsarían a Colombia y esta no podría desarrollar la participación que se le reconoce en la práctica. Por lo anterior, tratar el caso de Colombia es un buen pretexto para plantear los cambios necesarios que demanda esta teoría de la polaridad, dentro de las complejas dinámicas que en la actualidad rodean el orden mundial y el enfoque neorrealista de la disciplina de las relaciones internacionales. La propuesta que se desarrolla aquí tiene una naturaleza práctica encaminada a encuadrar el caso de estudio, apoyándose en una construcción teórica que busca, con base en la idea del poder, la forma adecuada de acercarse a la polaridad. El artículo está dividido en cinco partes: (1) descripción del estado actual del sistema; (2) acercamiento a la idea del poder, enfoque neorrealista de las relaciones internacionales y su aplicación en el sistema internacional; (3) modelo de análisis para la comprensión de la relaciones de poder entre agentes del sistema; (4) aplicación del modelo en el caso de Colombia y el contexto latinoamericano; y (5) conclusión.
Encontrar un marco de análisis que permita comprender las complejas dinámicas del sistema internacional después del 11 de septiembre de 2001 se ha convertido en el reto principal de la disciplina de las relaciones internacionales. La corriente sistémica de la geopolítica ha abordado esta compleja tarea, planteando un mundo interconectado e interdependiente donde los agentes del sistema compiten en diferentes campos de acción, con miras a establecer relaciones de dominación que les permitan a unos influir sobre el comportamiento de los otros. Es así que, tomando como base los postulados de Gérard Dussouy en torno a la geopolítica sistémica y el subsistema suramericano como campo de pruebas, este artículo aborda esta discusión proponiendo un modelo de análisis complementario que permita abordar el papel de los agentes no estatales dentro del sistema internacional y la interconexión entre campos de acción como principio de empoderamiento dentro de las relaciones globales.
La coyuntura producida con ocasión de la convergencia de múltiples hechos clave en el proceso de paz colombiano (tales como la firma del Acuerdo final para la terminación del conflicto y la construcción de una paz estable y duradera, el polémico plebiscito sobre los acuerdos de paz de Colombia en 2016 y la transformación del grupo insurgente Fuerzas Armadas Revolucionarias de Colombia en Fuerza Alternativa Revolucionaria del Común) plantea la necesidad de revisar los cambios en las estrategias de los actores de dicho proceso. Conforme a esto, el presente artículo propone un análisis cualitativo de la evolución del comportamiento estratégico de las FARC, a la luz de los desarrollos conceptuales de la teoría de la fertilidad revolucionaria, en la cual se toma como base la construcción de un modelo con cuatro variables de estudio. La revisión desde dicho modelo permite observar que la guerrilla continúa su proceso de adaptación e inserción estratégica.
A dos años de la firma del acuerdo de La Habana entre el Estado colombiano y las Fuerzas Armadas Revolucionaria de Colombia - Ejército del Pueblo (FARC-EP), la implementación del pacto ha mostrado enormes dificultades en su desarrollo. Ahora, ante el cambio de administración, el nuevo presidente, Iván Duque, debe enfrentar dichos problemas y al mismo tiempo desarrollar su agenda de gobierno, sin que exista mayor certeza sobre el futuro de un proceso que continúa sufriendo de una significativa carencia de legitimidad. El presente documento analiza esta coyuntura negativa, y aprovecha el concepto de los conflictos intratables para proponer nuevas rutas de solución, que permitan destrabar el post-acuerdo colombiano.
