The article is devoted to a comprehensive analysis of Chinese industrial policy, which for many decades has been the main strategic priority of China. In the context of the progress of its industrial-industrial complex, the stages of development of the Chinese economy are highlighted and characterized. The active role of the state and the corresponding organizational and economic mechanism in the implementation of the new (digital) industrialization of the Chinese economy is investigated.
In the conditions of the formation of a technotronic economy, the competitiveness of economic systems is determined by the level of their technological development, which, in turn, depends on the state of the national industrial complex. In the article, based on the use of the European classifier of economic activities, a methodology for assessing the level of technological effectiveness of economic systems is developed and tested on the data of Belarus and China. It is shown that the Belarusian economy is in a state that can be characterized as "technological stagnation", at a time when China is demonstrating dynamic technical and technological progress. It is concluded that it is necessary to give the status of the main strategic priority to a purposeful increase in the technological level of the Belarusian economy.
The article is devoted to the study of energy as a key production resource, the development of which ensures the progress of technology, technology and civilization in general. It is shown that natural energy, involved by the power of people's intellect in production pro-cesses, through the mediation of machines, replaces the increasingly complex functions of man in the process of his labor activity. Thus, the improvement of the energy base leads to a change in machine generations, stages of industrialization and organizational and economic forms of doing business in the direction of continuously increasing integration of capital within the framework of increasingly large business entities.
The article is devoted to the research of the technical factor of production and the identification of its role in the implementation of industrialization. The evolution of technical devices was analyzed from the natural-science and political-economic positions, the fundamental purpose of technology is revealed, its detailed classification is proposed. It is shown that industrial policy orienting the national economy towards accelerated industrialization should be officially designated as the main strategic priority of Belarus.
In the article, on the basis of a new resource-useful approach to the assessment
of socio-economic processes, the problems of ensuring and increasing the competitiveness and security of economic systems are considered, and the role of the technological factor in overcoming them is revealed. The methodology and methods of quantitative and qualitative determination of the level of manufacturability of economic systems are characterized; on their basis, the dynamics of technical and technological development of the national economy of Belarus and China is analyzed. The key factors, conditions, principles of ensuring (improving) the technological, and hence the economic and national security of the state in the modern conditions of new (digital) industrialization are determined, recommendations for achieving this goal are substantiated.
