This paper builds on a large literature that explores the linkages between resource scarcity and interstate conflict. Focusing on competing claims over cross-border rivers, we analyze peaceful and militarized techniques used by states to manage river claims, and compare the success of these techniques for resolving the issues under contention. We focus on two key factors to account for variance in the use and effectiveness of conflict management strategies: water scarcity and institutions. We argue that high levels of water scarcity increase the frequency of explicit claims over fresh water, increase the chances of militarized conflict over these claims, and make it more difficult for conflict management institutions to be created or to be effective. We also examine the role of peace-promoting institutions, both river-specific and general institutions, arguing that institutional membership should promote peaceful attempts to resolve river claims. Analyzing data on river claims (1900e2001) from the Issue Correlates of War (ICOW) Project, we find that greater water scarcity increases the likelihood of both militarized conflict and peaceful third party settlement attempts, while river-specific institutions reduce militarized conflict and increase the effectiveness of peaceful settlement attempts.
Contentious issues are important sources of militarized conflict. This article advances an issue-based approach to world politics, focusing on disagreements over territory, maritime zones, and cross-border rivers. We characterize militarized conflict and peaceful techniques as substitutable foreign policy tools that states can adopt to resolve disagreements over issues, and we present hypotheses to account for issue management based on issue salience and recent interaction over the same issue. Empirical analyses reveal that states are more likely to use both militarized conflict and peaceful methods when the issue at stake is more salient, both when the general issue type is considered more salient and when the specific issue under contention has greater within-issue salience. Recent issue management also plays an important role, as histories of both militarized conflict and failed peaceful settlements increase pressure to take further action to settle the issue.
Since their establishment, city-level economic development corporations in Texas have grown in popularity as an ostensible means of providing for economic development. However, one knows little about the association between these economic development entities and the economic vitality of the areas they serve. Using a 2005-2006 survey of city leaders in Texas, along with Census data for 304 Texas cities, the authors investigate the association between the use of economic development corporations and the level of local unemployment. Results of the analysis indicate that economic development corporations have a reliable association with lower levels of unemployment; however, the activities of these entities matter. Lower levels of community employment are associated with activities that focus on industrial development. In contrast, the authors find no reliable relationship between the level of city unemployment and economic development corporations that engage in quality of life activities.
Many cities in the United States have undergone or are undergoing racial transition from a majority white to a majority black population. The viability of traditional economic development strategies has long been questioned by urban policy scholars; yet traditional strategies remain the norm among city leaders. Traditional concerns emphasize economic and business considerations at the expense of nontraditional community considerations such as quality of life. In this paper, we examine the conditions under which city leaders give weight to nontraditional community concerns when making economic development decisions. Our analysis of the results of a survey conducted of more than 200 leaders in over 150 Texas cities indicates that although traditional economic development concerns remain dominant, certain conditions may exist that allow or compel city leaders to give increased weight to non-traditional community considerations. Conditions revealed by our study include the socioeconomic status of Texas cities and the relative differences in leadership positions and professionalism among city leaders. The paper concludes with a discussion of how our study contributes to the literature about economic development policy and points to avenues for future research on the conditions under which decision-making strategies are pursued by city leaders.
