The objective of this study was to answer the following research problem: what are the determinants of the investment decisions of family companies? To do so, the research used a theoretical framework based on concepts such as family ownership and control, the heterogeneity found in the various types of family businesses, exogenous shocks caused by economic crises and the situation of financial constraint of the companies. These concepts were used to understand how each of them impacted the investment decisions of listed companies in the period between 2006-2016. In conceptual terms, the investments were divided into two types: investments in CAPEX and working capital ratios. Although not all were used at all stages of the research, these three types of investment were at the heart and the research-dependent variable. In addition to this variable, other important variables were both the Family Enterprise variable (as well as its other seven configurations) and the variables of interaction with age, maturity level, size, tangibility and financial situation. Another point considered by the research consisted in analyzing how the macroeconomic scenario impacted investment decisions. The results found that family firms invest less than non-family firms (in all configurations) in CAPEX. However, the opposite occurs for the working capital ratios. This corroborates theoretical analyzes promoted by Anderson, Duru and Reeb (2012) and Chrisman and Patel (2012) on the ideals of self-preservation and risk aversion to which family firms are subject to making decisions involving risks and uncertainties. Comparing the results in periods of liquidity shocks, the results of the family companies showed severe declines for investments in CAPEX and less declines in working capital index. Finally, the results found when considering the situation of financial constraint and the past results provided that family companies with greater tangibility and with positive past results invest more than non-family companies, which is also in accordance with the theory on self-preservation and search for perpetuity in family businesses.
Este trabalho analisou grupos empresariais da agroindústria canavieira do Centro-Oeste brasileiro, procurando caracterizar suas estruturas de capital e a alavancagem financeira mediante cálculo do endividamento, da dependência financeira e do grau de alavancagem financeira (GAF). Os resultados demonstram que as agroindústrias do Centro-Oeste se adequam melhor à teoria do pecking order por ajustar seus endividamentos de acordo com suas necessidades, e não se encaixam no trade-off pela dificuldade de manter o endividamento na média do setor. Além disso, observou-se um alto nível de endividamento inerente à necessidade de incorporações tecnológicas, aumento de capacidade produtiva e melhoria das características de gestão. Mesmo com um índice elevado, o cálculo do GAF demonstrou que a maioria dos grupos empresariais ainda podem captar mais recursos de terceiros, pois o retorno dado pela empresa é mais elevado que o custo da dívida. Entretanto, o que limita a captação de mais recursos de terceiros são os riscos vinculados à atividade, principalmente as quebras de safra, o controle do governo sobre os preços dos combustíveis (gasolina) e as barreiras tarifárias. RESUMO This paper analyzed company groups from sugarcane agribusiness in the Brazilian Middle West to characterize their capital structures and financial leverage by calculating indebtedness, financial dependence and degree of financial leverage (DFL). The results demonstrate that agribusinesses in the Middle West are best suited to the pecking order theory because they adjust their debts according to their needs, and do not fit trade-off because of the difficulty of keeping the indebtedness within the average of this sector. In addition, there was a high level of debt inherent to the need for technological incorporations, increase in the production capacity and improvement of management features. Even with a high rate, the calculation of DFL showed that most business groups may also raise more funds from third parties, because the feedback given by the company is higher than the cost of debt. However, what limits the uptake of more third-party resources is the risks related to the activity, mainly crop failures, government control over fuel prices (gasoline) and tariff barriers.
This study examined how companies in the agribusiness sector of Toledo-PR operations behave as transport logistics, warehousing and information technology (IT). Thus, a multi case study was carried out in three agro-industries in the city, aiming to analyze governance models adopted in each. The results showed similarity in the logistics operations of storage and information technology companies analyzed, showing linearity in these operations. However the transport operation, there were differences in the governance model, the fact that each company prepares its strategies according to where their units are inserted and the location of its stakeholders. It also indicated a trend of integration of logistics activities, even when many companies in other industries have opted for outsourcing models. This can be confirmed by the fact that the items that are part of the three companies is directly related to the core competence of the company, as well as the need (and preference) for control activities.
É com enorme satisfação que apresentamos o editorial do quarto número do Gestus - Cadernos de Administração e Gestão Pública da Universidade Federal do Paraná – Setor Litoral, que é uma publicação anual do Curso de Administração Pública. Seu principal objetivo consiste na divulgação de trabalhos acadêmicos, reflexões e relatos de experiências sobre o campo de públicas, que congrega cursos de Administração Pública, Gestão Pública, Políticas Públicas, Gestão de Políticas Públicas e Gestão Social. O contexto de pandemia e os problemas estruturais e conjunturais que assolaram o mundo e o Brasil, em particular, nos dois últimos anos, demonstraram a complexidade da administração pública. Diante de tanta complexidade observou-se o protagonismo do Estado e o impacto que um aparelho do Estado tem sobre a dinâmica social. O campo da administração pública há algum tempo tem buscado debater acerca de suas fragilidades e potencialidades. Esse debate tem demonstrado que a velha administração pública, com a sua impessoalidade e forma de dominação, como ineficiente e de elevado custo (KETLL, 2000), é limitada, assim como a nova gestão pública, ancorada no mercado, é criticada por descaracterizar a esfera pública e a democracia (SPINCER, 2004; BATISTELLI, RICOTA, 2005; POTOSKI, PRAKASH, 2004; VENTRISS, 2002). A sociedade a quem a administração pública serve não é constituída de um modelo puro, isolado e de um único espaço linear para a existência humana. A sociedade é constituída de múltiplos espaços e modelos. A questão que se coloca diante desse quadro é de qual Estado, qual governo e administração pública temos necessidade nesse início do século XXI? Quais problemas devemos perseguir? Quais áreas ou funções de governo/Estado devem ser priorizadas? Qual responsabilidade tem o Estado sobre os problemas que enfrentam as sociedades contemporâneas? Qual responsabilidade tem o mercado sobre os problemas que enfrentam as sociedades contemporâneas? Qual responsabilidade tem a sociedade civil sobre os problemas que enfrentam as sociedades contemporâneas? Como articular as necessidades presentes com equidade às futuras gerações? Todo esse debate tem demonstrado que um longo caminho temos a percorrer, tanto em termos de civilidade, quanto em termos de solidariedade e responsabilidade perante os mais frágeis hoje, assim como em relação ao futuro. Os quatro artigos e quatro relatos de experiência que o Gestus apresenta nesta edição aos leitores demonstram as questões controvertidas que perpassam a administração pública na atualidade, abordando uma variedade de temáticas de grande relevância e pertinência, como desigualdades de gênero, saúde coletiva, políticas públicas, assistência social e licitações.
