Ce texte est un essai. Mais il a aussi valeur de test. Je vais commencer par tenter de comparer la situation égyptienne au schéma général de l'évolution européenne des cent trente ans qui vont de 1789 à 1914, ou plutôt à celui des révolutions européennes. À des fins heuristiques. Il ne s'agit pas de se prononcer pour ou contre le « paradigme » de l'exception égyptienne ou de méconnaître les spécificités de telle ou telle société 1 , mais de voir si une comparaison ne rend pas possible une meilleure intelligence de l'histoire. Et il ne s'agit surtout pas de présupposer un déterminisme quelconque. Je veux montrer que l'Égypte de 1930 à 1952 affronte une situation assez similaire (mais pas identique, loin de là) à celle à laquelle furent confrontées, de 1789 à 1914, les divers « anciens régimes » 2 européens. Avec un facteur supplémentaire compliquant la donne : la possibilité d'une option national-socialiste ou fasciste, si l'on préfère. Cette description permettra de souligner ou de minimiser l'originalité de l'échec de Fârûq et de la « solution » nassérienne, et de remettre en perspective cette dernière 3. Le schéma général des révolutions européennes du XIX e siècle et la situation en Égypte de 1930 à 1952 2 J'adopte 4 une définition peu restrictive de l'« ancien régime », celle d'Arno Mayer (1983). Il ne s'agit pas forcément d'une société à ordres (avec une aristocratie et une noblesse) 5 , mais d'une société à caractère globalement pré-industriel et pré-bourgeois, à dominante agraire donc et où les fortunes proviennent surtout de la grande propriété terrienne, et dans laquelle l'industrie manufacturée, si elle existe, est plus importante que l'industrie lourde, si elle existe. Le mérite de Mayer est d'avoir clairement vu que, dans l'Europe de 1914, les éléments « pré-modernes » n'étaient pas les vestiges décadents et fragiles d'un passé presque entièrement disparu, mais l'essence même des sociétés civiles et politiques en place, et que la domination politique des propriétaires terriens était (avec des
