Now much attention is paid to development of innovative and digital technologies, advance on the market of innovations of grocery, technological and also organizational and administrative character that result, as a rule, are resultant effects. The tourism industry an important element of any economic system where resultant effects are shown especially brightly and visually, owing to continuous emergence of new requirements. The innovative activity of the hotel organizations in this context is of particular importance consisting in need of obtaining by them competitive advantages and fuller satisfaction of dynamically changing consumer demand for the tourist product made by them. To assess the innovative activity of organizations and its innovative competitiveness are widely used indicators of innovative activity of the organization. One of the main directions for the creation of quality services is the strict observance of the parameters of comfort, which are developed by the practice of the tourist business and are universal for hotels, catering facilities or a travel company. The most significant innovative technologies include the use of the Internet in order to promote and implement a tourist product and real competition for tourism organizations.
This paper is devoted to the development of a project-based approach to ensuring the competitiveness of a region’s tourism-recreation complex. The authors establish that a crucial factor is the efficiency of projects that have been implemented in regions already. It is proven that an indicator of the level of institutionalization of the public administration mechanism is the efficiency of mechanisms underlying the achievement of a balance of interests among all parties involved, which requires well-planned work on identifying the interests, coordinating those interests, and getting the partners involved in the process of implementation of the tourism project. The authors establish that currently work is being carried out in terms of putting in place mechanisms for public and private partnership, social services procurement, and social responsibility in the tourism sector. At the same time, institutionalizing the dialogue among entities associated with the mechanism for public administration of the development of a region’s tourism destination requires putting in place relevant infrastructure. The authors establish that developing a scientifically substantiated mechanism for public administration of the development of a region’s tourism destination requires analysis of the potential for developing regional destinations and factors for ensuring their competitiveness.
Abstract. The article considers the prospects of cluster technologies use in tourist and recreational sphere efficiency increase, justifies the use of cluster theory for the planning of Krasnodar Region recreational sphere development, proves that cluster development is based on the system of prediction and planning of separate territorial units and enterprises with high level of recreational potential development.Results of the research have both theoretical and practical importance and can be used for further development of theoretical and practical issues of resort clusters' development regulation and state support.Keywords: cluster technologies; recreation cluster; efficiency; system approach.Введение. Являясь одним из наиболее динамичных секторов мировой экономики, туристско-рекреационная индустрия оказывает стимулирующее воздействие на развитие ключевых отраслей (транспорт и связь, строительство, сельское хозяйство, производство товаров народного потребления), оцениваемое значимым мультипликативным эффектом, который выступает катализатором социально-экономического развития, прямо и косвенно способствует повышению качества жизни населения. Правительством РФ принято решение о создании семи особых экономических зон туристско-рекреационного типа, в которых туризм будет развиваться при поддержке государства [1, 2]. Создание на территории этих зон современных рекреационных комплексов с развитой инфраструктурой будет способствовать увеличению туристического потока и, как следствие, созданию новых рабочих мест и социально-экономическому развитию регионов [3]. Однако на сегодняшний день туристско-рекреационная сфера в нашей стране малоэффективна: инфраструктура изношена и медленно реконструируется, в регионах слабо развиты условия для развития рынка санаторно-оздоровительных услуг, преобладают монополизм и устаревшие методы управления, как результат -высокая цена путевок при низком сервисе.Материалы и методы. В работе широко используются общепризнанные международные принципы повышение энергоэффективности и результативности организаций туристкой сферы. В основе применяемых методов лежит диалектический подход к изучению особенностей формирования и развития предпринимательства в приграничных территориях.Обсуждение. Одним из направлений решения данных проблем является использование кластерных технологий. Особенность применения кластерной технологии при планировании развития рекреационной сферы в Краснодарском крае (рис. 1) состоит в том, что система стратегического планирования и развития кластеров опирается на систему прогнозирования и планирования развития единичных территорий и предприятий с высоким уровнем рекреационного потенциала, в то время как многие другие части региона остаются за пределами региональных проектов и программ [4].Главное отличие санаторно-курортного кластера (СКК) -в его территориальной организации, базирующейся на уникальности рекреационного ресурса.
Abstract.
