ResumoA regulamentação do Novo Marco Legal de Ciência, Tecnologia e Inovação, através do Decreto nº 9.283/2018, incentiva a inovação e o desenvolvimento visando a um ambiente mais favorável à pesquisa. Frente a esse quadro, o presente artigo propõe a Transferência de Tecnologia como estratégia de transição das pesquisas universitárias para o mercado. Particularmente, a investigação é centrada nas pesquisas que estão na área da indústria cimenteira. A análise baseia-se em pesquisa exploratória qualitativa, fundamentada pelo caso de sucesso da universidade de Harvard. Procedendo do conceito "Hélice Tríplice", debate-se o efeito de leis de incentivo à inovação na relação público-privada. O estudo dos dados destaca que políticas públicas relacionadas à inovação aproximam a parceria público-privada, o que resulta no aumento dos indicadores de Transferências de Tecnologia e possivelmente a elege como estratégia de transição adequada.Palavras-chave: Hélice Tríplice. AbstractThe regulation of the Novo Marco Legal de Ciência, Tecnologia e Inovação, through Decree 9.283 / 2018, encourages innovation and development aiming at a more favorable environment for research. Against this background, the present article proposes the Transfer of Technology as a strategy of transition from university research to the market. In particular, the research is centered on research in the cement industry. The analysis is based on qualitative exploratory research, grounded on the Harvard University success case. Proceeding from the "Triple Helix" concept and the interaction between government-university-enterprise, the effect of laws to encourage innovation in the public-private relationship is discussed. Devido a Agência Nacional do Petróleo, Gás Natural e Biocombustíveis (ANP) demandar métodos mais eficazes nas análises de conformidade dos combustíveis, têm surgido pesquisas nessa área. Diante desse cenário, o presente artigo discute o papel dessas pesquisas, realizadas por universidades, como um meio perspicaz de atingir tal demanda. Em particular, a investigação é centrada no aperfeiçoamento dos métodos de monitoramento da qualidade de combustíveis no Brasil. A análise fundamenta-se em pesquisa exploratória qualitativa, alicerçada no levantamento dos níveis de não conformidade da qualidade de combustíveis publicados pela ANP. Partindo do conceito “tríplice hélice” e da interação entre governo-universidade-empresa, discute-se o efeito de leis de incentivo à inovação e casos de sucessos no transbordamento da produção científica para o mercado. A análise dos dados evidencia que a parceria público-privada aliada com políticas públicas relacionadas à inovação reduzem os níveis de não conformidade de gasolina, etanol e óleo diesel.
