This research is conducted to describe the phenomenon of conversion of agricultural land policy upon food security in several provinces in Indonesia. Protecting agricultural land has become very important since the efforts of land conversion from agricultural land into non-agricultural land are increasing as the need for land for development increases. Indonesia is an agrarian ASEAN country and has experienced the rice selfsufficiency; however, unfortunately now Indonesia becomes a rice importer. Whereas, the government have published several regulations in order to give protection to agricultural land which is based on the 1945 Constitutional Law. This research will answer several problems as follows: Firstly, to explain the importance of agricultural land use to be applied in Indonesia with the examples of land conversion in Bali Province and Klaten Regency, Central Java Province. Secondly, to identify the factors which cause land conversion from agricultural land into non-agricultural land. Thirdly, to analyze the regulations that control the agricultural land protection in Indonesia. This legal research is intended to examine rules of law and principles. This research mainly uses juridicalnormative approach by identifying and analyzing agricultural land use policy in Indonesia. Aceh Province is one of the provinces in Indonesia with a high prevalence of stunting. Simeuleue Regency is ranked as the 2nd (two) highest out of 23 regencies/cities in Aceh Province and is assigned to the yellow zone. Simeulue Regency is designated as one of the national stunting locations of 360 regencies/cities in Indonesia. Commitment from the local government is needed to ensure the success of Indonesia being free from stunting. Therefore, this study aims to analyze the leadership innovations of the Simeulue local government in stunting prevention and identify factors that influence both internally and externally. The research method uses a qualitative approach through observation, interviews and relevant literature studies. The result of this research is that the regional leadership acts as a policy maker, coordinating and communicating with various related parties, implementing empowerment, monitoring, and evaluation. The innovations carried out by the Simeulue local government are the formation of a Stunting Management Team involving multi-sectors, the formation of village cadres, Stunting Consultations, and KPM Guidance. Factors that influence internally: personal awareness of the duties and responsibilities of leaders, strong commitment, clear division of tasks, good communication between actors. External factors: There is a shared commitment from various sectors as well as the support from the central government, and positive reception.
Health citizenship is understood over how the government provides access to healthcare. This paper aims to describe the development of health citizenship from the post-colonial until the democratization era in Indonesia by analyzing health accessibility. The social-history approach was applied to analyze contemporary study in Indonesian healthcare access from 1945 to 2020. This article analyses the dynamic over political regime changes context and its approach to deal with health accessibility based on acceptability, availability, and affordability issues. This study found that each political regime provides a different social-political context in prioritizing and administrating the accessibility of healthcare. Besides each regime appears issues of accessibility, all of which provoke inequity in healthcare. This paper argues that health citizenship development in Indonesia shows the underlying cause of inequity. Consequently, the minimal presence of public participation raises inequity. Inequity leads to healthcare access that provides pointless improvement. Narratives in health citizenship fulfillment call for public participation space in administering access to healthcare.
Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.
