PELÁEZ ResumenConocer los retos propios del envejecimiento de las poblaciones y ser capaces de recomendar políticas pertinentes, requiere contar con herramientas metodológicas adecuadas y rigurosas para describir, cuantificar y comprender el problema. Con este documento nos proponemos evaluar la rigurosidad y solidez de la evidencia con la que analizamos el impacto material de la transformación de la estructura de edades, revisando críticamente el indicador de dependencia demográfica y, especialmente, la relación de dependencia económica. A continuación, intentamos contribuir con el diseño de instrumentos idóneos para abordar empíricamente el problema de estudio. El trabajo de análisis se basa en el caso de seis países, que son los seis países latinoamericanos que se encuentran en la base de (Cuenta de Transferencia Nacional) NTA: Argentina, Uruguay, Chile, Brasil, México y Costa Rica.Palabras clave: Envejecimiento, sostenibilidad, seguridad social, relación de dependencia. Abstract The ageing challenges for the old age social protection. Reflecting from Latin AmericaAdequate and rigorous methodological tools to describe, quantify and understand ageing population is essential for knowing its challenges and being able to recommend relevant policies. That is why we propose to evaluate the rigor and robustness of the evidence with which we analyse the material impact of the age structure transformation, critically reviewing the indicator of demographic dependence (counterpart of the support ratio) and, especially, the economic dependence ratio. Next, we try to contribute to the design of suitable instruments to empirically address the problem of study. The work of analysis is based on the case of six countries, which are the six Latin American countries already present in the base of National Transfer Account (NTA): Argentina, Uruguay, Chile, Brazil, Mexico and Costa Rica.
ResumenEl artículo indaga acerca de una posible limitación generalizada en los diagnósticos de los problemas referidos al envejecimiento y la sostenibilidad de la seguridad social, relacionada con el abordaje y las herramientas metodológicas utilizadas para ponderar las consecuencias económicas del envejecimiento, y particularmente su impacto sobre el financiamiento de la previsión social.Se busca establecer la inadecuación metodológica que supone evaluar las consecuencias materiales del envejecimiento abstrayéndolo de variables económicas con las que interactúa, y con las cuales debiera ser observado conjuntamente, dado que los niveles de actividad económica, de empleo y de productividad no son variables plenamente independientes de los procesos demográficos por los cuales este se produce.En la primera parte, el problema es abordado mediante un análisis teórico, centrado en las limitaciones de las principales herramientas vigentes para evaluar las consecuencias económicas del envejecimiento, y se establecen algunas condiciones indispensables que debería cumplir una metodología adecuada. A continuación, en la segunda parte, se desarrolla una propuesta metodológica alternativa para estudiar la sostenibilidad del envejecimiento y la previsión social mediante tres nuevos indicadores, consistentes con el análisis previamente desarrollado.El documento contribuye a replantear el abordaje acerca de los desafíos de la previsión social y de los retos del envejecimiento para la misma y, como consecuencia, la orientación de la búsqueda de soluciones a la viabilidad de la previsión social en comunidades con diferentes contextos laborales y productivos. Languages that attribute a grammatical gender to objects might induce a biased effect on how these objects are perceived. In a famous study by Lera Boroditsky, a list of 24 reverse-gendered nouns was prepared in Spanish and German. In each language, half of them were feminine and half masculine. Native Spanish and German speakers were shown the nouns, written in English, and asked about the first three adjectives that came to their minds. For instance, the word key is masculine in German. German speakers described keys as hard, heavy, metallic, and useful. In contrast, Spanish speakers described them as golden, small, adorable, shiny, and tiny. Conversely, the word bridge is feminine in German, and German speakers described bridges as beautiful, elegant, fragile, pretty, quiet, slender. Spanish speakers said that they were big, dangerous, strong, resistant, imposing, and long. ResumenEste artículo discute la legitimidad de aquellas políticas públicas cuyo impacto distributivo reproduce desigualdades económicas ya presentes en la sociedad. Para ello se intenta rebatir la presunción de que éstas sean resultado de mecanismos meritocráticos, que asignan compensaciones y castigos en función del esfuerzo o la virtud. Así, con el objetivo de constatar la escasa relevancia de la meritocracia para explicar la estratificación socioeconómica en sociedades desiguales, y vislumbrar si en cambio la desigualdad de oportunidades tiene un rol relevante en su etiología, se abordará la relación entre logros educativos y origen socioeconómico, en base al estudio del caso argentino. It tries to rebut the presumption that these mechanisms are the result of meritocratic rewards and punishments they assign a function of effort or virtue. Thus, in order to verify the negligible importance of meritocracy to explain socioeconomic stratification in unequal societies, and glimpse if you use the inequality of opportunity has a significant role in its etiology, will address the relationship between educational achievement and socioeconomic background, based on the study of the Argentine case.
