LatarBelakang : Jaminan kesehatan adalah jaminan berupa perlindungan kesehatan agar peserta memperoleh pemeliharaan kesehatan dan perlindungan kesehatan yang diberikan kepada setiap orang yaitu BPJS. BPJS merupakan badan hukum yang dibentuk untuk menyelenggarakan program jaminan kesehatan serta dibawah kordinasi langsung oleh pemerintah. Kelengkapan dalam berkas rekam medis sangat berpengaruh dalam kelancaran dan kecepatan penangihan klaim BPJS.Tujuan : Penelitian ini bertujuan untuk merancang dan mengetahui faktor kelengkapan berkas klaim BPJS rawat jalan yang di kembalikan oleh pihak BPJS kepada pihakRumah Sakit.Metode : Jenis metode penelitian yang digunakan adalah Kualitatif dengan pendekatan deskritif. Teknik Pengumpulan data yang dilakukan yaitu dengan cara Studi Pustaka, Wawancara, dan Observasi.Hasil : Dari hasil penelitian menunjukan bahwa Kelengkapan berkas rekam medis sangat berpengaruh dalam kelancaran dan kecepatan penangihan klaim BPJS. Begitu pula terdapat hubungan antara Rancangan sistem rumah sakit dan rancangan sistem BPJS kesehatan, agar memudahkan akses berjalan lancar.Kesimpulan : Pada perancangan sistem informasi klaim BPJS rawat jalan di Rumah Sakit telah tersistematis dan penginputan data dilakukan menggunakan program.Untuk membantu mengurangi ketidak lengkapan berkas maka prosedur pendaftaran pasien BPJS Rawat Jalan harus sudah sesuai dengan prosedur yang berlaku. Dokumen/ berkas persyaratan yang digunakan untuk pengklaiman harus sesuai dengan kesepakatan yang ditentukan oleh Rumah Sakit dan pihak BPJS kesehatan. Penyebab keterlambatan klaim dari aspek kelengkapan berkas pengajuan klaim BPJS sering terdapat kesalahan pada surat rujukan, tidak adanya diagnosa dokter atau tanda tangan dokter, dan tidak adanya fotocopy kartu BPJS.
