The participation plays an important role among other people. When social participation is used today, a public participation will be rapid. The problem has happened when less participation of young people involved on youth associations. The youth has believed that they have still lacked the partcipation has needed for an effective participation and expressed little confidence in their involvement. This paper has analysed the challenges of public participation among youth associations. The methods that used a qualitative study by an interview for five youth associations in Kedah. Drawing on the final findings, two challenges which are: (i) financial and (ii) a less youth participation. Furthermore, the findings are expected to contribute to strengthening the youth associations to achieve good governance in the public participation.
The increase in cases of delinquent behavior of youths in Malaysia is an issue that should be given serious attention. Although statistics of the Department of Social Welfare showed the rate of decline in the case of youthful offenders from 2013 to 2018, but the rate of decline is very slow and sometimes fluctuate which requires action policies and effective programs to address the issue affirmatively. Apart from looking at the actions and initiatives that should be taken by the government and the authorities in dealing with this issue, the identification of the main factors of the problem of an offence is also not to be underestimated. This article examines the main factors of the offences among youthful offenders in the Community Service Order Program under the Department of Social Welfare. On the other part, this paper also investigates the relationship between the delinquent behavior and the participation of respondents in the National Service Training Programme (PLKN). A total of 79 trainees under Community Service Order participated in this study. The findings show that the main factor on the tendency of misconduct is lack of parental control and peer influence. Majority of the offenders also never attended the PLKN which can be associated with lack of awareness on the implication of delinquent behavior. The adoption of moral values in the family and educational institutions and the community are the main recommendations addressed to ensure youths are not involved in this issue.
This study aims to identify the concept of public participation in the context of governance according to the understanding and practise of youth leaders. Past studies and statistics from the Malaysian Youth Index in 2016 show a decline in membership registration in most youth organizations. The decline in membership registration gives the impression that young people are less and less interested in being involved in youth associations, and this situation can be considered a critical one for the future of the country. Therefore, this study tries to explore the understanding of the concept of youth participation in youth leadership. Understanding this basic concept is important because a correct understanding will help youth leaders attract many young people to get involved in youth organisations and further accelerate the governance process through mature and continuous public participation. A total of seven top youth leaders were interviewed. The interview data was analysed using the thematic method. The findings of the study show that the understanding of the concept of public participation among the top youth leaders is still low. Youth leaders give general and diverse definitions of the concept of public participation, and this causes the implementation of public participation to be less emphasized. This study is expected to help relevant parties in youth management formulate and design activities and programmes that are appropriate and able to attract the interest of youth to increase public participation.
Abstract-This paper examines youth knowledge on the law of youth development in Malaysia. Knowing the law is an added value to youth because they can assist the government in developing youth programmes and activities. This study is a socio-legal study. A survey has been conducted among youth in Malaysia to investigate their awareness on the law of youth development. 267 youths has responded to the survey. The findings show that about 70% of respondents agree that Malaysia has laws which protect the interest of youth. However, less than 50% of respondents have knowledge that about the Youth Societies and Youth Development Act 2007 which states main policies relating to youth development. The overall finding shows that less than 60% respondents are aware about youth policy. It is suggested that more promotion and activities be initiated to improve awareness concerning law and regulations among youth in Malaysia.
