RESUMO. Este artigo tem por finalidade discutir a importância de se entender e acompanhar o processo de luto na velhice, principalmente no caso de morte do cônjuge ou filho, que pode provocar um grande impacto no idoso, com repercussões físicas e emocionais, que acrescem a vários outros sofrimentos desta faixa etária, renegada pela sociedade atual.
The effects of climate dynamics on urban areas involve the aggravation of existing conditions and the potential for emergence of new hazards or risk factors. Floods are recognized as a leading source of consequences to society, including disruption of critical functions in urban areas, and to the environment. Consideration of the interplay between services providers ensuring urban functions is essential to deal with climate dynamics and associated risks. Assessment of resilience to multiple hazards requires integrated and multi-sectoral approaches embracing each strategic urban sector and interactions between them. A common limitation resides in the limited data and tools available for undertaking these complex assessments. The paper proposes a methodology to undertake the spatial characterization of the flood related hazards and exposure of both essential functions and services providers in urban areas, in the context of limitations in data and in ready-to-use tools. Results support the resilience assessment of these hazards, taking into account interdependencies and cascading effects. The approach is applied to Lisbon city as the study case. Results are promising in demonstrating the potential of combining data and knowledge from different sources with dual modelling approaches, allowing us to obtain trends on the magnitude of effects of climate scenarios and to assess potential benefits of adaptation strategies. Quantification of the effects is reached, but results need to be assessed together with the underlying levels of uncertainty. The methodology can facilitate dialogue among stakeholders and between different decision levels.
Intense rainfall events combined with high tide levels frequently result in urban floods in riverine or coastal cities. Their increasing variability and uncertainty demand urgent but sustained responses. Thus, resilience-driven approaches are emerging in contrast to the traditional technical-economic frameworks, as urban resilience reflects the overall capacity of a city to survive, adapt and thrive when experiencing stresses and shocks. This paper presents a simplified index-based methodology for the evaluation and quantification of urban resilience to flooding, based on the works developed in the EU H2020 RESCCUE project. A set of five indicators are proposed to compute the Integrated Urban Resilience Index (IURI), allowing to classify resilience according to a proposed range of rankings. This methodology considers simultaneously a multisectoral approach, reflecting services interdependences, and a sectorial approach, applying 1D/2D computational modelling of the urban drainage network. It was applied to the study case of Lisbon downtown, involving the analysis of interdependencies between 124 infrastructures of 10 urban services. Two scenarios were considered, respecting the current and future situations, considering climate changes. Results enhance the usefulness, practicability, and potential of the proposed approach, and improvement opportunities were also identified for future developments. Na análise do discurso de idosos, médicos e profissionais prestadores de serviços a essa faixa etária em um Centro de Saúde, procura-se captar os aspectos culturais que perpassam a complexidade na utilização ou negação do medicamento na velhice. O objetivo é conhecer essa situação nas interpretações simbólicas que os depoentes trazem pelo senso comum e pelos códigos culturais. Utilizou-se a metodologia qualitativa, tendo como base o estudo das representações; como técnica, adotou-se a entrevista aberta, realizada a partir de um roteiro norteador. Os depoimentos extraídos das entrevistas fundamentam-se na investigação destas questões: a promoção da saúde e os aspectos éticos envolvidos na medicalização da velhice. Teoricamente, este trabalho pretende desenvolver uma abordagem multidisciplinar e, para tanto, apóia-se em estudos já realizados. O trabalho de investigação apontou para a compreensão do como as imagens sociais contemporâneas da saúde na velhice estão refletidas no uso dos medicamentos. Foram observados que os múltiplos sentidos da utilização da medicação, resultante-pelo segmento idoso, pelos profissionais prestadores de serviços aos idosos e pelos médicos-do impacto frente ao envelhecimento, aspectos estes que devem ser levados em conta quando se visa a intervenção psicossocial. Urban environments are challenged with unprecedented anthropogenic and natural pressures, the latter being accelerated by the growing awareness of the consequences of climate change. The concept of urban resilience has been growing in response, since it allows us to understand city behaviour as a system of systems, improving its response to extreme climate-related events. This paper presents the EU H2020 Resilience to Cope with Climate Change in Urban Areas (RESCCUE) project approach in Lisbon’s research site, regarding the Hazur® resilience assessment methodology. This methodology focuses on the interdependencies between services and infrastructures, and on the recovery times needed to restore its normal functionalities. This approach allows the integration of several work packages of the RESCCUE project, from climate change projections to adaptation strategies selection. The assessment was conducted for 19 services and 146 infrastructures, including water (supply and drainage systems), power, mobility, waste, telecommunication, environment, and the social sector. The principal climate-related hazard analysed at the Lisbon research site was urban flooding. The main result consists of a deep understanding of the relations between different services and the consequent cascade effects triggered by flooding events. Stakeholders’ involvement, beyond the project consortium, was fundamental for the success of the methodology implementation.
