Esta pesquisa tem por objetivo analisar a relação entre o nível de social disclosure e o custo de capital próprio em companhias abertas no Brasil. Assume-se a hipótese de que os programas sociais externos promovidos ou apoiados pelas empresas contribuem para a construção da imagem reputacional das organizações, compensando as externalidades, trazendo benefícios sob o ponto de vista econômico, pela relação negativa com o custo do capital. Para testar essa hipótese, foram coletados e analisados os relatórios de responsabilidade social de 83 empresas listadas na Bolsa de Valores, Mercadorias e Futuros de São Paulo (BM), no período de 2005 a 2009. Para avaliação do nível de social disclosure das empresas analisadas, foi utilizado um índice composto de 13 indicadores. O custo de capital próprio foi ajustado ao risco mediante o Capital Asset Pricing Model (CAPM) e testado por meio de regressão com dados em painel com efeitos fixos seccionais. Os resultados evidenciam que há relação negativa entre custo de capital próprio e nível de social disclosure, indicando, para o mercado acionário brasileiro, uma forma semiforte de eficiência de mercado.
Esta pesquisa analisa se as empresas abertas brasileiras que receberam subvenções governamentais apresentaram maior nível de elisão fiscal (tax avoidance) e se geraram mais riqueza para a sociedade no ano de 2014, quando comparadas a empresas que não receberam tais subvenções. O estudo é de natureza quantitativa. Foram analisados os indicadores de elisão fiscal (Effective Tax Rate - ETR), segundo Hanlon e Heitzman (2010), de geração de riqueza (Quociente entre o Valor Adicionado bruto e o Faturamento - QVAF) e de distribuição de riqueza (Índice de Distribuição do Valor Adicionado - IDVA). A amostra contempla 64 empresas listadas na BM&FBOVESPA, divididas em dois grupos de 32, comparadas em relação ao seu porte e setor de atuação. Como resultado verificou-se que as empresas recebedoras de subvenções governamentais apresentaram um maior nível de elisão em relação aos tributos sobre o lucro e agregaram menos valor aos seus bens e serviços produzidos e comercializados. Contudo, tais empresas geraram um maior valor adicionado total, apresentando uma maior distribuição relativa de riqueza para pagamento de tributos (32,44%) e de pessoal (25,05%), justificando assim os incentivos fiscais no ano estudado.
ResumoSe os conselhos forem analisados como organização que combina recursos e procura deliberadamente realizar um conjunto de objetivos, a avaliação de sua eficácia, e não de sua efetividade, estará centrada na capacidade de realização de objetivos definidos pelos seus membros. No Brasil a partir da Lei Nº 8142/90, os conselhos de saúde passaram a deliberar assuntos ligados à saúde, tornando-se prática constante. Este artigo analisa os resultados de pesquisa qualitativa realizada sobre o desempenho do Conselho Municipal de Saúde de Natal (CMS) a partir de informações de natureza econômico-financeira prestadas pela Secretaria Municipal de Saúde (SMS). De acordo com os resultados, os conselheiros têm baixo grau de compreensão sobre as informações de natureza econômico-financeiras, dado que ocorre uma evidenciação incompleta por parte da SMS ao CMS, o que implica no fato de o CMS não ter a oportunidade de estabelecer maiores inferências sobre a eficiência da destinação dos recursos. Dessa forma, aumenta a dificuldade do exercício de controle por parte dos conselheiros uma vez que a informação de modo sintético impossibilita dentre outras inferências o confronto entre o que foi previsto no orçamento e o que foi efetivamente realizado.
